• Responsible for database design, implementation, and maintenance, and the operation and setup of database systems.
• Executes database projects and assists in coordination of all database production scheduling; coordinates production support with outside vendors, as needed.
• Ensures that database projects are completed on time, within budget, and to user’s satisfaction.
• Interfaces with users to determine scope of project.

The Contractor Team shall work closely with language, big data, and analytic teams through the Sponsor’s office. The Sponsor will direct priorities and delegate tasks.

• The Contractor shall support the Sponsor’s data collection operation.
• The Contractor shall identify existing sets of underexploited data.
• The Contractor shall assess and formulate efficient exploitation techniques.
• The Contractor shall integrate their workflow into the Sponsor’s existing tools.
• The Contractor shall collaborate with other internal components and partners as necessary to identify new data feeds.
• The Contractor shall restructure data to more quickly identify actionable opportunities.
• The Contractor shall sustain and evolve the data processing and exploitation to meet Program Objectives.

The Contractor shall have the following required skills, certifications, and demonstrated experience:

• Demonstrated experience to support, document, and evolve the processes to assess and improve the data quality.
• Demonstrated experience working independently or collaboratively with other Resources as dictated by mission needs and project scale.
• Demonstrated experience using data exploitation and parsing tools such as Kibana.
• Demonstrated experience using cellular geolocation, metadata extraction, and mobile computer networking exploitation software.
• Demonstrated experience working with network graph software, relational database viewers, and network link software.
• Demonstrated experience effectively diagnosing, isolating and expediently resolving complex problems pertaining to data infrastructure.
• Demonstrated experience evaluating and making recommendations regarding data integrity.
• Demonstrated experience manipulating and exploiting structured and unstructured datasets.
• Demonstrated experience crafting and delivering on project milestones.

Skills and demonstrated experiences that are highly desired but not required to perform the work include:

• Demonstrated experience with cellular and IP geolocation.
• Demonstrated experience with computer network exploitation.
• Demonstrated experience working with foreign partners.
