Position Summary

The Site Supervisor, Shelters provides operational support, staff supervision, and facility oversight for an emergency shelter for persons experiencing homelessness. The Site Supervisor, Shelters provides leadership for a team that operates a 24 hour a day facility. The Site Supervisor, Shelters at times fills in for shifts when no coverage is available. The Site Supervisor, Shelters collaborates with external housing partners, support services, and community partners to promote the agency’s broader strategy of actively engaging and transitioning participants out of shelter and into housing.

The Site Supervisor, Shelters provides oversight for emergency health-related response projects operating within the confines of emergency sites, providing leadership for health-related response operations, and acting as a liaison between the emergency shelter staff, Public Health, and partnering agencies to ensure productive and effective collaboration. The Site Supervisor, Shelters is responsible for ensuring the emergency shelter is in operational order, following all Catholic Charities’ Policy and Procedures and Public Health protocols in a welcoming and safe environment. The Site Supervisor, Shelters is responsible for the maintenance of all documentation relating to the operation of the emergency shelter and all client information to ensure HIPAA compliance and the accuracy of Case Records.

Essential Functions

1.Provide direct supervision, guidance, and support to the Cook, Shelters and Participant Advocate IIIs of the emergency shelter. Work with the Program Manager to prepare monthly work schedules for shelter staff. Ensure workers’ compensation protocols are followed with employees.

2.Ensure facility is operated and maintained in a safe manner. Oversees the shelter safety plan. Serves as the safety representative on the Homelessness and Housing Solutions safety committee. Conducts safety drills.

3.Coordinate the response to health-related emergencies, acting as the supervisor of emergency response projects, liaison between the shelter and Public Health and partnering agencies and vendors, and serve as the point of communication with the Program Manager and Assistant Director.

4.Complete all required paperwork on time and accurately with minimal errors, including entering and managing information in the Homeless Management Information System (HMIS), DataLink, and Smartsheet.

5.Provide shift coverage and floor support when on duty. Provide response to red level incidents in off duty hours, within reason. Assist Participant Advocates in monitoring and checking in on employees.

6.Monitor participant move-in/move-out and check-in/check-out process accurately, timely, and with minimal errors.

7.Coordinate building maintenance with the Director, Facilities. At Sam Jones Hall, coordinate with City of Santa Rosa maintenance staff as necessary. Complete a regular inventory of supplies and order approved supplies in a timely manner.

8.Monitor and report any significant participant changes to Housing Navigators and provide on-site support to Housing Navigators. Address participant concerns and grievances appropriately. Work closely with staff to address any challenges. Assist shelter participants in meeting all agency and program guidelines in alignment with the Housing First model and philosophy of care.

9.Mediate conflicts and disputes among residents to seek resolution, including emergency and crisis trauma-informed interventions to defuse volatile situations.

10.Review Incident Reports for accuracy, investigate incidents thoroughly. Communicate with Program Managerregarding facility or operational issues and concerns.

11.Ensure staff members meet agency minimum requirements for job evaluation, problem solving, and employee discipline. Ensure that employee training meets best practice standards and funding requirements. Assist in the coordination of internal and external training for shelter staff. Maintain the storage and confidentiality of all employee records.

12.Support the maintenance of Case Records and Case Record Reviews to monitor operational documentation and to assure that corrective actions are made to all case records as indicated by Case Record Review Reports. Ensure compliance with HIPAA standards.

13.Assist Program Manager with recruitment, interviewing, and training of new staff members and facilitation of staff meetings.

14.Serve as point person and collaborate with partner agencies to engage and support participant transition out of shelter and into housing.

15.Perform job functions in line with Catholic Charities’ policies and procedures guiding the work of this position in particular and the program and department overall.

16.Assist with fostering excellent volunteer relationships, following all volunteer policies and procedures.

17.Participate inProfessional Development based on performance reviews and advancement of knowledge and skills in job related areas.

18.Support the Mission, Vision, and Values of Catholic Charities in the performance of all essential job functions and responsibilities.

Note: Catholic Charities considers this position to be a mandated reporter of child abuse and elder abuse.

Education, Experience and Skills Required

1.High School diploma or High School Equivalency (HSE), two to three years’ experience working in programs/settings supporting individuals or families experiencing homelessness or other marginalized populations required. One to two years supervisory experience, along with demonstrated competency organizing and supporting program operations with the ability to oversee implementation of systems and protocols required. Associates degree or higher preferred.

2.Ability to accurately collect and report on data required for grants and other funding sources.

3.Ability to lead, organize, and inspire people from all walks of life; understanding of people from different cultures and value systems and understanding of the causes of poverty and vulnerability. Ability towork under pressure.

4.Availability for all shifts in a 24-hour period and some weekends. Availability to work additional hours during emergency and crisis conditions.

5.Certified in CPR/AED and First Aid within 6 months of employment.

6.Computer literacy required, including databases (HMIS a plus) and experience with Microsoft 365. Familiarity with technology, as well as a willingness and flexibility to learn new software, including mobile applications. Ability to teach and supervise others in how to implement online tools.

7.Excellent written and verbal communication, organizational skills, conflict resolution, and problem-solving skills.

8.Excellent interpersonal skills, cooperative, friendly, proactive, and helpful attitude with clients and co-workers. Ability to work closely with other employees to ensure positive, constructive environment within the program or department, and throughout the agency.

9.Passion and enthusiasm for the mission of Catholic Charities and its clients. 

10.Valid driver license and at least state required minimum of automobile insurance, clear DMV driving record and ability to provide own transportation. Must be willing and able to travel between agency sites.

11.Must pass DOJ background clearance (fingerprinting) in accordance with the Diocese of Santa Rosa’s policies, prior to start of employment.

12.Bilingual (English/Spanish) preferred, but not required.
