POSITION DESCRIPTION
POSITION TITLE: Senior Services Program Manager
LOCATION/DEPT: City Mission
REPORTS TO (TITLE): City Mission Director
FLSA CATEGORY: Exempt

DEPARTMENT MISSION
To assist in accomplishing the mission of The Salvation Army through the coordination of all mission activities, corps and social service, within the City of Chicago.
OUTCOMES
Supports the full mission of The Salvation Army in providing the highest quality of care for home bound elderly, their caregivers and families through casework and counseling services through in-home and community based supportive services. Administers and provides leadership for the overall Senior Services Programs. Together with clients, develops treatment plans that include expected outcomes which can be measured. Develops collaborative partnerships with other Salvation Army units and community partners in order to achieve an integrated model of mission for the program.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Administration
  1. Recruits for Caseworker and Social Worker vacancies, interviews, screens, selects, and makes recommendations to the Director for staff hiring.
  2. Provides orientation and training for all new Senior Services staff.
  3. Develops and implements a training plan (along with the Director) for Senior Services staff. Leads quarterly task force meetings of Senior Services staff and plans phone conference calls with staff as needed.
  4. Reviews attendance and time registers for Senior Services Program staff and approves requests for paid time off.
  5. Reviews and approves expense forms for submission to Finance Department.
  6. Evaluates Caseworker and Social Worker staff in Senior Service Programs. Recommends changes in employment status and salary increments for all Senior Services Program Staff.
  7. Oversees all aspects of Senior Service contracts, including assurance of compliance with the program plan and standards.
  8. Works with finance staff to collect and monitor billing for all Senior Service Programs.
  9. Submits reports for various funding sources and The Salvation Army Metropolitan Division.
  10. Oversees Senior Services Program computer files in preparation for required reports.
  11. Obtains appropriate Authorization for Releasing/Obtaining Information before confidential client information is given out or requested from another source.
  12. Assures that Senior Services Program case recordings, data, forms, and reports are completed according to the manual on "Office Policies and Procedures"
  13. Provides clinical counseling/case-management services to a limited number of senior clients and to F CS clients from other programs (as needed).
  14. Performs other duties as may be delegated by the Director.
  15. Abides by the National Association of Social Workers Code of Ethics including NASW Standards for cultural competence in social work practice.
Supervision
  1. Coordinates, assigns, and supervises staff to fulfill assigned cases.
  2. Provides oversight for all cases.
  3. Accepts new cases referred from City of Chicago-F SS/Senior Services and other contracted referral sources and completes intake form.
  4. Reviews cases regularly, providing direction and consultation with high risk cases.
  5. Initiates contact with the City of Chicago Dept. F SS/Senior Services and Director as a mandated reporter when elderly or child abuse or neglect is suspected.
  6. Maintains awareness of applicable liability issues and other applicable legal issues, and their potential to affect agency and/or clients.
  7. Keeps Program Coordinator informed regarding case related subpoenas and attends court when appropriate.
Intra-Agency Responsibilities
  1. Collaborate with other Salvation Army units and personnel to successfully maintain and achieve policies and procedures, goals and objectives, and outcome-based measures related to City Mission.
  2. Attends agency consultations, staff development programs, quarterly Supervisory Team meetings and supervision/consultation with the Director.
  3. Understands, and can effectively work under, the Mission of The Salvation Army and core values/objectives of City Mission.
Community Relations
  1. Represents the agency in the community to promote greater understanding of Senior Service Programs.
  2. Attends community meetings, as requested by the Director.
  3. Maintains relationships with contractor staff for referrals, problem solving and community relations, and provides information at group meetings about senior services.
  4. Provides information to public and Salvation Army programs about Senior Services, when requested.
Planning/Evaluation
  1. Evaluates the Senior Service Program in relation to agency policies and procedures, funding, and accreditation organization standards.
  2. With the Director and other administrative staff, works to address the changing program needs, policies and procedures, budget issues and preparation, computer systems and employee benefits.
  3. Writes/develops new standards and updates policies and procedures for the Senior Services Program to insure "best practices" to meet changing needs.
Continuing Education
  1. Attends workshops, conferences, seminars for continuing education units, CEU's, to maintain Illinois licensure.
  2. Maintains knowledge of current trends in social work and the field of senior services.
  3. Maintains knowledge of current legislation that affects social work practice and senior services.
Other Duties
  1. Responsibilities may be added, deleted or changed at anytime at the discretion of administration, formally or informally, either verbally or in writing.
REPORTING RELATIONSHIPS
This position reports to the City Mission Assistant Director.
This position supervises program staff.
This position works collaboratively with program staff, corps officers, and social services with the goal of ensuring effective delivery of quality services within the context of mission objectives.
In contacts related to this position's duties this individual acts as a representative of The Salvation Army and its mission.
PERFORMANCE MEASUREMENTS
This individual will be evaluated on how effectively the outcomes of this position are achieved, as well as the successful implementation of Hope-Strong principles in program services.
  1. Upon quarterly review of all assigned new referrals/cases in the Senior Services Program, eighty percent (80%) will have been successfully opened, receiving services, and in accord with the Service Plan.
  2. Upon annual review of assigned Senior Service Program cases, seventy percent (70%) of case closings will be made on the basis of Service Plan goals having been met.
Timeliness and accuracy of accomplishing assigned goals within budgetary guidelines will also be reviewed.
A 30, 60, and 90-day performance review will be conducted.
EDUCATION/EXPERIENCE
  • A graduate degree from an accredited school of social work required. Minimum of a BA or BS with a MA or MS preferred.
  • Minimum of five years of experience in the field of social services is required.
  • Sensitivity to and ability to work appropriately with culturally and socio-economically diverse client populations.
  • Valid Driver's license/MVR clearance.

POSITION LIMITATIONS
  • This individual will only commit Salvation Army resources that have been allocated or approved.
  • This position will keep the City Mission Director informed on all critical issues relating to his/her area of responsibility.
  • This individual will adhere to all Army policies and procedures in carrying out the responsibilities of this position.
PHYSICAL DEMANDS/WORK ENVIRONMENT
  • The position is required to do light physical work.
  • In order to successfully perform the essential functions of this position, the manager is required to use standard office equipment and a PC.
  • The work environment for this position includes an office environment with a low noise level.
  • Willingness to make home visits in public housing and other inner-city areas, including buildings with no elevators.
  • Must be able to travel within the North and Central Illinois Division, and as necessary, throughout the State of Illinois.
  • Maintain positive work atmosphere by behaving and communicating in a manner that fosters and maintains positive relationships with co-workers and supervisors. This would include but not be limited to such actions: resolution of conflicts in a positive manner; courteous treatment of staff, clients and visitors; respect of others' property and person, professional and appropriate communication to and about co-workers, supervisors and subordinates.
