JOB SUMMARY:
The position will focus on the customers who meet the program area of assignment which may include Wagner-Peyser, Welfare Transition, WIOA AD/DW and Youth service delivery and eligibility requirements. This position is responsible for employment planning, job placement and the case management of customers. This position provides vocational, educational, career exploration and job search counseling and services to individuals and delivers on-going, comprehensive case management of program participants to enable them to become employed. Additionally, this position works directly with employers to assist with their hiring needs by sourcing, qualifying and referring those candidates who either present skills that meet or closely meet the requirements set forth in the employer's job order and can be trained by the employer to gain the skills necessary for the job performance expected by the employer.
ESSENTIAL JOB FUNCTIONS:

Job Seeker Related Functions:
  • Determine eligibility for program area of assignment which may include funding for Wagner-Peyser, Welfare Transition, WIOA AD/DW and/or Youth program.
  • Meet one-on-one with job seekers to discuss specific challenges that individuals are facing and work with the candidate to find appropriate solutions to their barriers. Provide labor market information in correlation with the candidate's field of work.
  • Provide or coordinate a comprehensive assessment of the customer's strengths, skills gaps, and work history. Review Assessment and document customer training suitability by using the results of the assessments provided.
  • Communicate OJT enrollments to MIS for enrollment into EF/OSST.
  • Communicate with Finance to create the Microix budget for OJT/PWE training duration and Develop Individualized Training Accounts for customers training.
  • Conduct OJT Monthly Progress reports and document all contacts and transactions in appropriate state databases contingent upon funding (WIOA-Employ Florida and WTP- OSST).
  • Under the Welfare Transition program and SNAP, develop local worksites with Hillsborough employers to serve as Community Service Work Experience and/or Work Experience worksite, maintain partnership with worksite supervisors and compliance with program requirements.
  • Ensure the applicant understands the parameters of the program offered.
  • Develop an individualized career goal-oriented plan based on specific objectives and local program standard operating procedures to achieve the ultimate goal of stable, self- sufficient unsubsidized employment.
  • Address all customer identified needs and barriers to gaining employment. Develop appropriate resolution plans and expected outcome achievement dates with customer. Provide referrals as needed through local partnering agencies through CSTB partner referral portal.
  • Coordinate the customer's participation in program specific activities. Provide clear guidance and expectations of the program the customer is working in.
  • Coordinate with WIOA/WTP Career coaches to work with WIOA/WTP education completers to assist with possible OJT opportunities and job placement.
  • Provide consistent employment plan progress checks through a meaningful monthly contact with the customer. Make any appropriate modification to ensure that the objectives are achieved. Maintain documentation in the applicable MIS.
  • Maintain and submit program required reports as assigned for designated program.
  • Duties may be assigned as deemed necessary.
Employer Related Functions:
  • Maintain communication with the Business Services Liaison responsible for this business need.
  • Maintain Communication and relationships with hiring managers and refer candidates to the employer who would be a quality candidate to meet the employer's needs.
  • Conduct research on occupations in O*Net to determine duration and rationale for providing training in an occupation.
  • Provide follow-up services to employers and ensure their expectations are met.
  • Provide consistent employment plan progress/training plan progress checks with appropriate modification to ensure that the objectives are achieved, as required or necessary are being met.
  • Participate in job fairs and in-house hiring events to pre-screen potential candidates for the work-based learning program.
  • Conduct follow-up with both the employer and program participant through the duration of the OJT.
  • Work to achieve the Center's performance goals.
  • Submit timely and accurate requested reports - to include status of goals achieved, etc.
  • Coordinate with employers and CSTB finance department to process invoicing on a timely weekly basis.
  • Duties may be assigned as deemed necessary.
Requirements
QUALIFICATIONS:
Minimum Education & Training:
  • Associate in Arts/Science Degree in Human Services or related field from an accredited college or university. Bachelor's degree preferred.
  • One (1) year related experience OR combination of experience in a counseling/social services/job placement related/rehabilitation setting in various jobs in private industry and studies in the Human Services field can be substituted for the degree or a combination of education and experience in the above fields.
  • Florida Workforce Professional Certification Tier I required.
JOB SPECIFICATIONS:
  • Valid Florida Driver's License.
  • Ability to provide optimal customer service, to include acting as the customer's advocate, assuming a customer-centered approach.
  • Ability to work cooperatively with all staff as well as key personnel of agency partners in order to ensure effective communications/relations.
  • Ability to follow procedures and make decisions in accordance with Federal and program guidelines and practices.
  • Proficient in the use of computers and computer programs (i.e., excel, Word, databases, Internet, etc.).
  • Knowledge of assessment tools and techniques.
  • Ability to communicate effectively with people of all socioeconomic and situational backgrounds and employers.
  • Ability to identify participant needs and appropriate support services.
  • Ability to motivate program participants.
  • Ability to organize and prioritize work to be performed.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities and needs.
  • Ability to perform entry-level professional work, including: basic data analysis and synthesis, report creation, process performance, and regulatory or compliance activities.
  • Ability to prepare and/or process purchase orders.
  • Ability to manage or administer grant funds, including determining individual eligibility.
PHYSICAL REQUIREMENTS:
  • Stooping. Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Crouching. Bending the body downward and forward by bending leg and spine.
  • Reaching. Extending hand(s) and arm(s) in any direction.
  • Standing. Particularly for sustained periods of time.
  • Talking. Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed instructions to other or important spoken workers accurately, loudly, or quickly.
  • Hearing. Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound.
  • Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
  • The worker is subject to both environmental conditions. Activities occur inside and outside.
