Amentum is Hiring an ICITAP Part Time Global Targeting Advisor with Security Clearance Near Washington, DC

Amentum is supporting the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division's International Criminal Investigative Training and Assistance Program (ICITAP). https://www.justice.gov/criminal-icitap. ICITAP is a cornerstone of America's global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries. Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. Please Note: This is an Independent Contractor position with Amentum, it should not be considered an employment relationship with Amentum. POSITION SUMMARY: Amentum is currently seeking a qualified candidate to serve as a part time Global Targeting Advisor. This position will be responsible for implementing a DOJ/ICITAP global program involving training and mentorship in prioritized partner nations in the use of travel information to create risk-based user-defined targeting rules to identify high-risk travelers for screening, investigative, and intelligence purposes. The Advisor will regularly report to DOJ/ICITAP HQ and the Global Targeting team and coordinate activities with the Department of Justice, ICITAP and Department of Homeland Security (DHS)/Customs and Border Patrol (CBP). JOB DUTIES AND RESPONSIBILITIES: * Develop and provide guidance on best practices related to the establishment, implementation, and maintenance of national-level risk-based user-defined rules for the identification of terrorists, narcotic smugglers, human traffickers, and other transnational organization criminals. * Mentor foreign countries in developing institutionalized, human rights-based processes for collecting, sharing, and utilizing information. * Draft and assist in the creation of standard operating procedures that include operational aspects of risk-based targeting, as well as legal and privacy safeguards such as redress, oversight, and data vetting. * Design an individually tailored targeting methodology enterprise implementation plan in partnership with the host country. * Guide establishment of a National Passenger Information Unit Working Group. * Advise on the use and development of a national-level risk analysis system database and requisite connectivity to current internal/external systems. * Ensure traveler data interoperability with existing domestic or international screening systems and tools. * Independently conduct meetings and lead project activities. * Serve as one of ICITAP's points of contact for all represented national security agencies in identified partner nation and act as one of the principal liaisons between ICITAP & U.S. Embassy in the respective countries. * Plan, develop, and implement programs, policies, and procedures that result in the effective sharing of information within the identified partner nation while protecting intelligence and law enforcement sources and methods, operational equities, and privacy. * Coordinate all ICITAP funded targeting funded activities including, but not limited to ICITAP technical contributions and preparation and execution of short-term and long-term training/event schedules. * Other duties as assigned. REQUIRED SKILLS AND QUALIFICATIONS: * Education:
Bachelor's Degree from an accredited university or equivalent professional qualifications and experience. Graduate of a certified federal, state or municipal police academy. * Minimum Experience:
Fifteen years of experience assigned to an accredited federal, state or municipal law enforcement agency as a sworn law enforcement officer or agent. Five years of international experience working in counterterrorism or a related field. * Additional Skills:
Experience working independently and without direction. Proficient in Microsoft 365 or equivalent. Experience working with or in the U.S. intelligence community and foreign governments on sensitive policy, programming, and/or operational matters. Experience as an instructor, trainer, or advisor on criminal justice programs is preferred. Experience working in the U.S. interagency with watchlisting, targeting and screening efforts. Efforts should include an understanding of how the U.S. watch listing and rule-based targeting processes were developed and organized post-9/11, how classified information is sourced/stored in a watchlist and how the unclassified screening identities are made available for screeners and law enforcement to access. Understanding of how U.S. rule-based targeting was created to facilitate interagency sharing and guide the rule-based targeting process along with familiarity of the laws which support the ability for the U.S. interagency to perform targeting and screening. Ability to utilize his/her understanding of the U.S. rule-based targeting process for application and adaption of relevant and obtainable processes in partner countries. Ability to establish and maintain relationships and liaise cross culturally with personnel at all levels in order to plan and coordinate assigned responsibilities. Ability to independently manage time, program objectives, and relationships. Overseas experience is strongly preferred. * Clearable: Must be able to obtain and maintain a Top-Secret US Government Clearance. Note: US Citizenship is required to obtain a Top-Secret Clearance. DESIRED QUALIFICATIONS: * Counterterrorism investigative experience * Intelligence background * Active Top-Secret clearance * Familiarity with the conduct of operations working in and around an embassy or consulate.
