CAPPS is Hiring a GLO- Accountant V Near Austin, TX

Job Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Veterans Land Board area of the agency.
Performs highly complex (senior-level) accounting work for Veterans Land Board Accounting. Work involves preparing and/or overseeing the preparation of financial analyses and reports; establishing, maintaining, and/or overseeing accounting systems, procedures, and controls; and preparing and/or overseeing the preparation of agency budgets. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
The successful candidate will be an integral part of the Veterans Land Board department. To be successful the candidate must model the GLO's competencies of Integrity, Open Communications, Teamwork, Innovation and Proficiency.

Essential Job Elements:
Verify invoices and refund requests to ensure accurate and timely processing within State and Federal guidelines.
Assist with the preparation of supporting documentation for annual and monthly reports.
Perform compliance reviews to ensure Operator(s) are following regulatory guidelines and agency best practices.
Recommend and implement agency accounting and financial policies and procedures in accordance with statute and professionally accepted standards.
Assist in the planning, development, coordination, and review of guidelines, procedures, policies, and rules.
Monitor compliance with policies and procedures, including the agency's standards of conduct.
Professionally and effectively represent VLB Accounting at meetings and collaboration efforts with those external to the division.
May design and consult with information technology staff in the development of computer systems for financial and reporting applications.
Analyze and recommend improvements, adaptations, or revisions to the accounting system and accompanying procedures.
Identify areas of improvement or needed change and make recommendations to improve operations, increase efficiency, and/or reduce required resources.
Qualifications:
Minimum Qualifications :
Graduation from a four-year college/university with major course work in accounting, finance, or a related field, plus three (3) years full-time experience in accounting and financial operations.
Full-time Accounting or closely related experience may substitute for education on a year-for-year basis.
Two (2) or more years of accounts payable experience.
Two (2) or more years of Microsoft Excel experience.
Preferred Qualifications:
Three (3) or more years of accounts payable experience.
Three (3) or more years of Microsoft Excel experience.
Two (2) or more years using CAPPS (Centralized Accounting Payroll/Personnel System).
Knowledge, Skills, and Abilities:
Knowledge of generally accepted accounting principles and procedures affecting the maintenance of accounting records and automated accounting systems.
Skill in the use of office equipment and personal computers; proficient with MS Office and acceptable accounting systems like MIP Fund Accounting.
Ability to interpret and apply accounting theory; to plan and coordinate financial programs; to plan procedures and coordinate accounting operations; to interpret laws and regulations; to perform complex accounting transactions; to communicate effectively both orally and in writing.
Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
