    The Superintendent invites qualified and interested candidates to apply for the position of Manager, Payroll.

    ROLE OVERVIEW

    The Business Office will support the vision for Camden City School District by ensuring that the district orients financial decisions toward what is best for students and does so in a financially sustainable way. The Manager, Payroll will work closely with the School Business Administrator and Sr. Director of Payroll and other senior district officials to ensure that district staff receive outstanding financial support and services. The Manager, Payroll will be responsible for ensuring all payroll and corresponding human resource functions are executed with accuracy, timeliness and quality with a focus on providing strong customer service to all staff.

    MINIMUM REQUIREMENTS

    • Bachelor's degree preferred from an accredited college or university in business administration, accounting, finance or a related field
    • Advanced degree from an accredited college or university preferred
    • At least 5 years of specialized payroll experience, preferably in a nonprofit, education, consulting and/or entrepreneurial environment working in settings that serve low-income students and communities
    • Certified Payroll Professional (CPC) or Fundamental Payroll Certification (FPC) credential preferred
    • Excellent mathematical abilities and a strong background in conducting qualitative and quantitate data analysis
    • Strong in-depth understanding and knowledge of current applicable state and federal wage and hour laws
    • Strong Microsoft Excel skills preferred
    • Demonstrated skills in database management and record keeping
    • Ability to maintain confidential information at all times
    • A valid driver’s license as well as current insurance and vehicle with valid registration
    • Required criminal history background check, physical and proof of U.S. citizenship or legal resident alien status

    ROLE & RESPONSIBILITIES

    Major responsibilities of the role include, but are not limited to:
    • Inputs salary and salary guide data into the personnel system as needed; verified accuracy of manual data through balancing and spot checks and daily data comparisons.

    • Serves as Liaison between payroll division and Department of Talent and Labor Relations
    • Runs payroll cycles according to payroll schedule; resolves out-of-balance issues by researching items entered and identifying and correcting errors or inconsistencies
    • After payroll cycle runs, reviews paychecks for errors; assists other payroll personnel with delivery of paychecks before established deadlines
    • Answers employee inquiries regarding paycheck items by thoroughly and accurately explaining payroll policies and procedures
    • Assists Payroll Coordinators in reconciliation of general ledger accounts related to payroll items and in reconciliation of bank accounts
    • Tests functions when modifications or upgrades to the payroll data information system are necessary and recommends enhancements to the system to improve efficiency and accuracy
    • Leads training of new payroll staff members in basic functions, payroll system or payroll department procedures and policies
    • Manages Payroll Coordinators towards being effective in their roles through goals-based management best practices, continuous feedback, coaching and professional development
    • Work closely with the Chief Financial Officer to analyze, prepare and process semi-monthly payroll data through the designated automated system to produce accurate and timely payroll for all salaried and hourly employees and ensure compliance with all applicable state and federal wage and hour laws
    • Facilitates understanding of payroll procedures by senior management and employees
    • Generates internal management reports from the designated payroll processing system
    • Maintains and organizes confidential payroll files
    • Calculates and prepares disbursement requests for the State of New Jersey Division of Pension and Benefits retirement savings plans; monitors retirement plan balances for participants and notifies plan sponsor and senior district leadership when annual IRS limits are reached
    • Prepares manual checks for new hires and terminating employees, as necessary
    • Recommends new approaches, policies and procedures to effect continual improvements in the efficiency of department and tasks performed
    • Executes all Office of Finance work with quality, fidelity and accuracy in alignment with the vision and goals of the Chief Financial Officer
    • Regularly analyzes payroll data to identify successes, uncover challenge areas, extrapolate trends and craft actionable, concrete steps towards making systemic improvements to the work
    The Manager, Payroll may also take on other tasks and responsibilities as assigned by the School Business Administrator and/or Sr. Director, Payroll.
