Calumet County is Hiring an Economic Support Specialist Near Chilton, WI

Summary Under general supervision of the Economic Support/W2/Child Support Manager, performs responsible tasks related to eligibility determination and needs of agency clients in a confidential and objective manner. This is a second level position in Economic Support Work. Performs related duties as required.Essential Duties and Responsibilities include the following. Other duties may be assigned. Administers, takes applications for, and determines eligibility for W2 and Income Maintenance programs, Food Stamps or Medical Assistance or Child Day Care, General Relief, and Fuel Assistance in accordance with all Federal, State and County laws, rules, and policies.
 Acts as Resource Specialist in conducting preliminary assessments of potential applicants' financial, employment and social needs and explores alternative sources of assistance in meeting needs. Determines need for emergency benefits as required.
 Completes interactive computer interviews and verifies computer calculations and source data. Enters data in case files and records and monitors changes affecting eligibility.
 Secures and provides verification of data that supports eligibility determination including Front-end Verification and Investigation as required.
 Authorizes and verifies payments for Child Day Care, Fuel Assistance and General Relief.
 Initiates referrals for paternity adjudication and determination of child support and enforcement of Child Support Orders.
 Collects evidence of possible fraud and makes referrals to Fraud Investigator as required.
 Represents agency in legal proceedings and gives necessary testimony.
 Completes all necessary records and reports including maintaining program manuals.
 Researches, interprets and explains Federal, State, and local policies governing eligibility, legal rights and responsibilities of applicants and participant, including providing necessary information about client grievance procedures.
 Performs a variety of account clerk functions, including accounts payable, accounts receivable, reconciliations, local, state, and federal reporting, and other numerical duties that conform with County accounting financial principles and procedures.
 Makes appropriate referrals to Health and Employment Counselor for employment and training services.
 Participates in planning and staffing of cases with supervisor and Health and Employment Counselor to meet client's self-sufficiency and MAPP program needs.

 Education and/or Experience
Associate Degree in Accounting, Finance, Business Administration, or a related field;
Two years experience as an Economic Support Assistant, or in a position with similar tasks; Successful completion of State required training under Department of Workforce Development Administrative Rule 217; or equivalent combination of education and experience.

Language Skills 

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Ability to analyze facts and make mathematical computations.

Reasoning Ability

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Computer Skills

To perform this job successfully, an individual should have knowledge of Contact Management systems, Internet, spreadsheet, and word processing software. Thorough knowledge of State client eligibility and case processing computer systems is required. Ability to enter and analyze data into a computerized system in an accurate and timely manner.

Some knowledge of social and economic conditions, and welfare, health, and employment resources of the community.

Some knowledge of the role of Human Services in Economic Support functions.

Some knowledge of eligibility factors and standard procedures for agency-administered public welfare programs.

Ability to work independently and exercise judgement. Receives some supervision on assignments and assumes independent responsibility for designated procedures. Receives supervision on new assignments.

Ability to gather facts and needed information through interviews with applicants and recipients, and ability to analyze facts and report them accurately.

Ability to work cooperatively and effectively with agency staff, local officials and other persons and ability to relate warmly and sensitively to client needs.

Ability to apply the laws of client confidentiality appropriately.
