FLSA status: Exempt
Salary Grade: I - $61,000 - $99,110

About the Position
The Financial Reporting Analyst (Payroll) will analyze the payroll function and trends in the agency and will ensure each payroll run is accurate and compliant with all applicable laws and regulations. Under the general direction of the Accounting Manager, the incumbent will be responsible for analyzing, examining, maintaining, and reconciling payroll and tax record systems including resolving errors, balancing accounts and records, tax research and filings, and preparing and analyzing reports. As a support function to the Accounting Manager, the incumbent is essential in guaranteeing that employees are paid correctly, on time and that the payroll function is efficient.
Duties & Responsibilities:
  • Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
  • Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
  • Coordinates the preparation and maintenance of records and reports related to payroll, employee information, time sheets, benefits, salaries, leave, taxes, deductions, payments and other assigned duties.
  • Reviews, evaluates and audits payroll, employee benefit changes and related financial and statistical data, records and reports; identifies system programming/processing errors and collaborates with the Human Resources department to fix errors for accurate payroll processing.
  • Assists in ensuring accurate and timely production of the agency payroll functions.
  • Oversees and participates in the review, verification, auditing and processing of payroll forms, records, and documents.
  • Participates in auditing complex payroll support functions; calculate, review, verify and post a variety of complex payroll data such as gross pay, adjustments, retroactive payments, hours, tax information and leave.
  • Balances, reconciles and submits payrolls and taxes for processing.
  • Prepares, analyzes, and reconciles financial data and taxes from organization's operations under the general direction of the manager.
  • Researches and applies for applicable payroll and state taxes, business licenses and other licensing requirements for multiple jurisdictions.
  • Completes data reconciliation and validation of financial and payroll information.
  • Develops and maintains financial reports using financial reporting and payroll software.
  • Provides analytical documentation that identifies and explains financial variances.
  • Assists in the preparation of periodic special reports for government agencies, tax authorities and other units of the Agency as required.
  • Responds to various audit and tax agency queries and requests.
  • Completes other projects and duties as assigned.
Experience & Education:
  • Bachelor's degree in Accounting, Business Administration, Finance or related field required.
  • 3 years of experience in accounting, payroll, financial analyst and/or financial reporting required.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above is also qualifying.
Preferred Qualifications:
  • Certified Payroll Professional (CPP).
  • Experience with full-cycle payroll processing in a multistate environment.
  • Experience working with XML data and programming in SQL.

  • Work Environment: Typical office environment with minimal noise levels and controlled office temperatures.
