Job Summary
Under general direction from the Director of Employee and Labor Relations the incumbent is an experienced professional with a comprehensive understanding of employee and labor relations matters. The incumbent will serve as a subject matter expert in the areas of contract administration, grievance, and arbitration issues; complaint investigations and will advise client groups to resolve questions or concerns regarding grievances and administrative complaints. The individual will exercise independent judgment and professional discretion, relying on experience within the field, to determine appropriate course of action in areas including but no limited to CSU policy, collective bargaining agreements, corrective action, performance management, compliance and adherence to local, state, and federal statutes governing employment practices.
The primary responsibilities, but are not limited to:
  • Applies advanced employee and labor relations specific concepts and skills to investigate formal and informal employee complaints and develop recommendations on the organizational response to employees.
  • Provides on going guidance to University managers and supervisors on meeting responsibilities as defined under CBA, and develops strategies for resolving employee relations issues such as but not limited to performance management, corrective action/discipline, complex organizational changes, work place climate, and other related areas. Ensuring legal, regulatory, policy and collective bargaining agreement requirements are met to minimize liability exposure for the organization.
  • Monitors complaint and grievance process to ensure compliance with timelines and response requirements. Under general direction of the Director of Employee and Labor Relations, may assist in the formulation of negotiated settlement agreements related to complaints and grievances.
  • May facilitate management and labor group meetings using diplomacy, and negotiation skills in order to foster collaborative and positive employee and labor relations among parties.
  • Assists in the collection, review, preparation and presentation of responsive information related to notices from Equal Employment Opportunity, Department of Fair Employment and Housing Administration, Public Employee Relations Board, Employee Development Department (UEI claims) and other regulatory or administrative agencies.
  • Meets regularly with Director of Employee and Labor Relations to advise on current/emerging issues, provides statues updates and recommended actions within all areas of responsibility.
  • May review, analyze and develop a variety of human resource issues, e.g. policy revision proposals, internal procedures, campus practices, and campus template documents.
  • Will be responsible for assisting in the development of employee relations related trainings and resource materials to the campus. May be called upon to regularly provide the trainings to campus stakeholders in both small and large settings.
Employment Status: Full-time, At-Will, 'Exempt' position, included in the Management Personnel Plan (MPP).

Work Schedule
Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.
Key Qualifications
  • In collaboration with the CSU Chancellor's Office, and the campus Human Resources Office, the incumbent will serve as a consultant to managers, employees and others with labor and employee relations concerns.
  • Perform a wide variety of duties related to contract administration; grievance and arbitration issues; complaint investigations; and employee relations concerns including, but not limited to, providing definitive direction, interpretative guidance and support to colleges and administrative units on multiple collective bargaining agreements; policy and procedure compliance; and adherence to local, state, and federal laws governing employment practices;
  • In collaboration with the CSU Chancellor's Office and campus stakeholders, will assist in the preparation of responsive material related to Request for Information under the PRA, HEERA and other pertinent statutory obligations;
  • Conduct investigations into allegations of misconduct utilizing campus evidentiary standards and investigation template/protocols;
  • Conduct highly sensitive termination interviews, analyze separation statistics, and make recommendation to the Director of Employee and Labor relations on campus trends;
  • Prepare union notices in accordance with CBA and HEERA obligations;
  • Review, process, and monitor requests for union business leaves to ensure compliance with applicable CBA requirements;
  • Receive, monitor, and manage formal grievance complaints through the grievance process including advising and assisting management in the development of appropriate responses;
  • Assist in the meet and confer process with bargaining unit representatives.
  • Effective conflict resolution, facilitation and consultation skills are required along with a skill in factfinding, analysis, problem-solving and consulting to identify problems and recommend solutions.
  • Possess excellent written verbal and presentation communication skills, and strong leadership skills to ensure appropriate representation of campus interests in legal and regulatory setting;
  • Ability to exercise considerable judgment and discretion in establishing and maintaining good working relationships across the University.
  • Ability to be a team player with superior ability to work independently.
Education and Experience
  • The equivalent to a Bachelor's degree in a related field AND five years of related experience involving labor management, employee relations and complaint investigation experience in both union and non-union environments.
  • Experience in conducting complaint investigations is required along with experience working with highly sensitive and confidential information.
  • Possess thorough knowledge, technical mastery, skill and judgment in the application of relevant federal, state and local employment and labor laws and regulations.
Preferred Qualifications
  • A Master's or advanced degree in a related field preferred;
  • Knowledge and experience working with Police Officer's Bill of Rights (POBR) is preferred.
  • Human resources, employee and/or labor relations experience in a higher education and/or public agency setting preferred.
Salary
Anticipated Hiring Range: $3,750 - $7,792 per month
Classification Hiring Range: $3,750 - $10,417 per month
