Position InformationThis is a full-time, permanent (probationary) position.
Conditions of EmploymentPossession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.
Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The salary range for this classification is minimum: $5,351.00 - maximum: $7,633.00
Major DutiesUnder the direction of the Dean of the College of Continuing and Professional Education (CCPE), a self-support College, the Program Developer will be responsible for fostering strong working relationships and continued cooperation with a variety of university stakeholders and develop new academic programs/courses for workforce development, including upskilling, reskilling, etc. The incumbent will be responsible for examining the market for programs, courses, certificates, and micro-credential ideas. The incumbent will conduct needs assessment for new or additional educational offerings in broad, complex, multiple and diversified disciplines. The Program Developer will create marketing plans in consultation with the marketing unit in the promotion of new academic programs/courses. The incumbent will work with senior leadership with financial planning and budget development for new academic programs/courses.
QualificationsRequired Education: Education equivalent to graduation from a four-year college or university, preferably with courses in adult education and curriculum planning.
Required Experience: Equivalent to three (3) years of experience in planning classes and curriculum for higher or extended education programs and including developing resources, budgets, marketing plans and liaison with the community.
Required Knowledge, Skills and AbilitiesKnowledge of the procedures and practices in educational program and curriculum planning in education, and the processes required to plan and construct academic programs and course outlines.
Ability to determine needs for new or revised programs; plan hours and develop course outlines with instructors; locate instructors and to assist them in understanding and completing contract arrangements; develop budgets and analyze costs; develop and implement promotional strategies; represent the CSU system to the community and develop working relationships; and manage logistics of providing classes and to analyze cost information and statistics.

Responsibilities60% Program Development Identify, plan, implement, and launch new self-support programs and courses by regularly examining external and internal stakeholders to identify viable degrees, certificates, stand-alone classes, and micro-credentials for workforce development opportunities (upskilling, reskilling, etc.). Document demonstrated program/course needs and determine the strategic fit within CCPE programming mix. Identify resources needed and available for program development, launch, and sustainability. Identify and develop relevant program delivery modalities that meet the needs of adult learner. Create timelines for appropriate approvals and implementations and launch of new programs/courses. Prepare pertinent and necessary documentation for new programs/courses including, but not limited to Letters of Agreement and Memorandum of Understandings.
25% Program Marketing and Promotion Consult with the marketing unit with the development of a marketing plan and promotion strategies for new programs/courses. Provide input for social media platforms (Facebook, Twitter, etc.). Attend Educational and Career Fairs, Information Sessions and other events where the College would benefit from internal or external exposure. Assist marketing in creating content for new programs/courses and webinars. Establish timelines and scheduling dates in collaboration with Marketing, Special Sessions and the Non-Credit units. Participate on internal and/or external advisory committees and/or boards relevant to CCPE programs.
10% Financial Planning and budget development Routinely meet with the Associate Dean, Dean, and Sr. Budget Officer to advise them on strategic goals, successes, challenges, etc., associated with program development. Evaluate instructional and financial success of new programs/courses. Create new program/course budgets in collaboration with the Sr. Budget Officer. Document new program/course ROI and sustainability of new programs/courses.
5% Other duties as assigned.
