Salary: $90,000 - $115,000 DOE

The California Immigrant Policy Center (CIPC is a non-partisan, non-profit statewide organization founded in response to the 1996 passage of federal immigrant and welfare laws that profoundly affected immigrants. CIPC helps to develop and support pro-immigrant public policy that aims at improving the quality of life for all Californians. CIPC also provides technical assistance, training and education on immigrant issues.

POSITION SUMMARY

Job Title: Government Affairs Director

Location: Sacramento, CA. Hybrid schedule. Requires travel throughout the region and state (vehicle and driver’s license required).

Term: Full-Time, occasional evenings and weekends required

Position Status: Exempt

Pay Range: $90,000 to $115,000 

Reports To: Deputy Director of Programs

The Government Affairs Director (GAD) is a key member of the leadership team at CIPC, contributing meaningfully to the direction of legislative and budgetary campaigns. The ideal candidate is deeply familiar with the policy making process and key stakeholders to both pass legislation and help with its implementation. The position is responsible for building political will in Sacramento by educating and organizing power brokers, monitoring key issues and identifying regulatory and legislative opportunities to further CIPC campaigns that expand and defend rights of immigrants in California. The GAD is an expert on legislative, administrative, and budgetary analysis for the organization, and will draft policy as needed.

This is a Sacramento based position and part of CIPC’s Leadership Team. The Government Affairs Director reports to the Deputy Director of Programs and Campaigns, and assumes responsibility for the Government Affairs team of a senior legislative advocate and legislative assistant, plus the lobbyist on contract as needed. Some travel to our Bay Area and Southern California offices and other locations is necessary.

RESPONSIBILITIES

  • Guide CIPC’s legislative, budgetary and administrative vision and advocacy in Sacramento;
  • Educate legislators, secure championship and build political will for bold progressive change in the State;
  • Assess the impact of state legislative and regulatory proposals on low-income immigrants, refugees, and their families including CIPC priority bills and other immigrant-related bills;
  • In partnership with CIPC program directors and the Management Team, guide CIPC’s legislative agenda, including sharing legislative updates;
  • Lead annual budgetary and administrative advocacy for key programs and campaigns;
  • Monitor program implementation of new laws and regulations and propose strategy, policy design and recommendations;
  • Is a resource for, and provides support to other policy staff in conducting trainings and technical assistance to member organizations, community based organizations, and other partners on various issues;
  • Work with the Sacramento and policy teams to produce materials, including factsheets for elected officials, testimony and bill analysis;
  • Oversee development of materials (factsheets, legislative and budget analysis briefs) for outreach and the political development of key coalition partners;
  • Provide supervision to a team working on legislative reforms with an emphasis on professional skills development;
  • Assist with ongoing organizational fundraising activities, including quarterly activity reports for board meetings and grant reports.

QUALIFICATIONS

  • Minimum of tens years conducting effective legislative, budgetary and strategy development and coalition building for immigrant rights, health and public benefits policy and/or economic justice, and a demonstrated ability to lead;
  • Minimum of seven years of experience analyzing the impact of laws, regulations, and legislative proposals;
  • Minimum of five years of supervising experience;
  • Experience drafting policy;
  • Familiarity with California’s political landscape;
  • Experience supervising and developing staff;
  • Ability to translate complex legislative and policy issues for grassroots constituents;
  • Ability to facilitate and engage broad stakeholders and build common cause;
  • Experience working with community-based groups in California;
  • Proficiency in non-English languages spoken by Latinx, Asian, Pacific Islander, African, Caribbean, and Arab communities a plus.

COMPENSATION AND BENEFITS

Salary Range: $90,000 - $115,000 DOE

Salary commensurate with experience. The California Immigrant Policy Center (CIPC) provides a comprehensive benefits package to its employees, including employer paid medical, dental, and vision insurance, retirement contributions and paid parking access.
