California Department Public Health is Hiring a Performance Management Consultant - HR Division (HRD) Near California, CA

The California Department of Public Health (CDPH) is currently hiring for a Performance Management Consultant within our Human Resources Division (HRD). In this critical role, you will provide guidance and expertise to CDPH managers and supervisors in the appropriate and timely application of the progressive discipline process and address the most sensitive/complex concerns related to performance and conduct in the workplace.

HRD partners with CDPH’s programs and management to provide guidance and consultative services on Human Resources matters that are necessary for the department to carry out its mission to deliver quality public health services.

We are looking for someone that possesses extensive performance management/progressive discipline experience and knowledge of trauma-inform practices/principles (or similar employee engagement practices/principles) in the workplace.

Responsibilities:

  • Consult with and advise CDPH managers and supervisors regarding the more complex/highly sensitive employee work performance, conduct, and discipline issues to ensure coaching and guidance provided aligns with the Department’s vision for a healing and trauma-responsive culture
  • Independently review and/or draft the most complex/highly sensitive expectation memorandums, probationary reports, performance appraisals, corrective/adverse actions, notices of rejection during probationary period, Absent Without Leave (AWOL) Separation notifications, medical actions, salary denials, and other non-punitive actions
  • Provide interpretation of applicable Government Codes, State Personnel Board (SPB) rules, California Department of Human Resources (CalHR) laws, and other related policies, laws, rules, and standards related to the implementation of performance management activities and assist with updating policies, correspondence, and procedures related to performance management
  • Participate and facilitate meetings with all levels of management, the Office of Legal Services (OLS), and the Office of Compliance (OOC) to discuss and resolve personnel issues; make recommendations to HRD leadership and OLS based on statistical findings and trends as to the best practices and approaches toward employee performance management activities throughout the Department; and participate in settlement discussions in partnership with OLS and program management
  • Travel to, and represent the Department’s interest in settlements at Pre-Hearing Settlement Conferences, as well as Skelly and Coleman hearings held within the Department, or other evidentiary hearings at the SPB, CalHR, or the District Attorney’s Office, with authority to settle on behalf of the Department
  • Serve as a subject matter expert (SME) in performance management trainings, forums, and conferences; assist in developing and updated related training courses; act as a lead to analytical staff; and assist with the recruitment and training of performance management staff

Desirable Qualifications:

  • Minimum of three (3) years of increasingly responsible management, personnel, fiscal, planning, program evaluation, or related analytical experience beyond the trainee level, which shall have included the preparation of reports and the presentation of recommendations to management, and at least one (1) year of which must have been in a full journeyperson technical capacity
  • Experience with personnel matters including, but not limited to, employee discipline and interpreting laws, rules, and regulations
  • Knowledge of trauma-inform practices/principles (or similar employee engagement practices/principles) in the workplace
  • Excellent analytical, communication (both oral and written), research, and problem-solving skills
  • Ability to act independently and exercise initiative, flexibility, and adaptability, especially with respect to changing priorities in a fast-paced environment
  • Ability to demonstrate leadership, be open-minded, approachable, and supportive
