California Department Public Health is Hiring a Labor Relations Analyst - Human Resources Division (HRD) Near California, CA

The California Department of Public Health (CDPH) is currently hiring for a Labor Relations Analyst within our Human Resources Division (HRD). In this role, you will serve as an Employee Relations Analyst and perform the full range of duties to support CDPH’s Labor Relations program. This includes, but is not limited to, conducting meetings between management and employee organizations; researching and interpreting Collective Bargaining Agreements; and providing recommendation to supervisors and managers on Labor Relations issues.

HRD partners with CDPH’s programs and management to provide guidance and consultative services on Human Resources matters that are necessary for the department to carry out its mission to deliver quality public health services.

We are looking for someone that can consult with management and union representatives to resolve labor disputes and interpret and apply labor law and labor agreement provisions, policies, and procedures, as well as has knowledge of, and experience applying effective negotiation techniques.

Responsibilities:

  • Provide recommendations to supervisors and managers on the interpretation of collective bargaining agreements and application of Departmental rules and policies as they relate to Employee-Employer Relations
  • Provide liaison services between the California Department of Human Resources (CalHR), the State Personnel Board (SPB), CDPH, and the Unions, and ensure that procedures are communicated with program supervisors and managers
  • Analyze policy and procedure proposals and conduct meetings on the proposals with management and employee organizations
  • Advise management on employer and employee impact issues; propose alternatives to resolve employee issues; and present Departmental policies and conditions of employment to union representatives
  • Independently conduct studies leading to the development of Departmental and statewide personnel and employee relations policies and procedures; perform research analysis; and prepare reports on management assignments affecting the Labor Relations program
  • Assist in the investigation of, and respond to, grievances or complaints; assist managers and supervisors with formal written responses; analyze, investigate, and prepare written recommendations for grievances, complaints, and unfair labor practice charges filed at the Director’s level, ensuring compliance with applicable law and rules; and assist in the preparation of the Department’s case in arbitration or Public Employee Relations Board Unfair Labor Practice Hearings
  • Research, develop, and conduct special administrative projects essential to the operations of the department including, but not limited to, survey development, distribution, and data collection and analysis, and prepare reports and correspondence on sensitive and confidential issues related to the Department’s Employee-Employer Relations
  • Develop and conduct training for Department supervisors and managers on topics such as Contract Administration, Grievance and Complaint Handling, Employee-Employer Relations techniques, and benefit changes
  • Assist in statewide contract negotiations and Departmental meetings and confer/discuss sessions; research and prepare management positions to be presented as negotiation proposals; and serve as a negotiation team member assigned to implementation taskforce committees, and assigned to evaluate proposals or employee relations issues

Desirable Qualifications:

  • Knowledge of the State bargaining process and Memorandum of Understanding between the State and Unions
  • Ability to consult with management and union representatives to resolve labor disputes and interpret and apply labor law and labor agreement provisions, provisions, policies, and procedures
  • Knowledge of, and experience applying effective negotiation techniques
  • Experience building and maintaining strong relationships with management and external stakeholders
  • Ability to demonstrate good judgment by making sound decisions and handling sensitive situations with tact and diplomacy; show initiative; take a proactive approach to work; and follow through on action items and goals
  • Experience maintaining the confidentiality of information and records
  • Ability to effectively communicate with, and present information to all levels of Department management, staff, and labor unions
  • Strong organizational skills
  • Experience managing multiple and changing priorities
