Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Associate Director for Administration, Support Services Branch, Facilities Team-GOMR in Jefferson, LA.
At the full performance level ( GS-13 ) the major duties of this position include, but are not limited to the following:
1. Ensure that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
2. Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
3. Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
4. Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill lever and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.
5. Maintain program and administrative reference materials, project files and relevant back-ground documents and make available policies, procedures and written instructions from the supervisor; maintain current knowledge to answer questions from team members on procedures, policies, directives, etc.
6. Serves as the Space Officer and Building Manager for the GOM Region that includes 230,000 square feet of rentable space with an estimated annual cost of $4,500,000. Serves as the technical expert for critical infrastructure areas in the GOM Regional and District office. Incumbent is responsible for planning, directing, designing and implementing the following space and facility management activities for all BOEM/BSEE leased space nationally. Serves as the senior/lead facility specialist, providing guidance, leadership and mentoring to the junior facility and space management specialists.
7. Responsible for conducting space studies/surveys to determine the adequacy of space, space requirements and management of office and special purpose space; to inspect proposed lease space for acceptance and suitability; to develop specifications and supporting documentation for lease agreements; to develop office layouts for all leased space nationally; and to ensure that space is being used efficiently and economically for all BOEM/BSEE facilities
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-13: $103,409 (Step 1) - $134,435 (Step 10) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
Driver's License Requirement: Please note: You will be required to operate a government vehicle, to complete assigned tasks (i.e. site visits, maintaining government vehicle, etc.); therefore you must be able to obtain and maintain a valid state driver's license.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
  1. purchasing office furniture and designing office space within Autocad
  2. leading a project team to plan and carry out major building and facilities operations, office construction and renovation.
  3. assisting with budget planning for an organization
  4. assisting with conducting space studies and surveys
Must meet all.
