Qualifications:

Minimum Qualification Requirements:
To qualify for this position you must meet the (A) Specialized Experience OR (B) Educational Requirement OR (C) Combination of Education and Experience for the grade to which you are applying.

A. Specialized Experience

To qualify for the GS-08, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
  1. Maintaining scientific or engineering data using a database system;
  2. Analyzing data and supporting information to identify incorrect data and compiling data for further technical analysis by staff engineers; and
  3. Performing scientific calculations to ensure proper measurement verification.

B. Education: You may substitute education (education that is directly related to the work of the position) for experience at the GS-08 level if you have achieved:
  • One and a half years (40.5 quarter hours or 27 semester hours) of progressively higher-level graduate education DIRECTLY related to the work of the position.

C. Combination of Education and Experience: Appropriate combinations of education and experience that total 100% of the requirement for this grade level. (Coursework must be directly related to the work of the position)

Responsibilities:

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico OCS Region, Office of Production and Development, Measurement Approval and Enforcement Section, in Jefferson, LA.

At the full performance level (GS-8) the major duties of this position include, but are not limited to the following:
  1. Receives, reviews, and analyzes oil meter & tank run tickets (RT), oil meter proving reports (PR) and gas volume statements (GVS) for BSEE approved royalty measurement locations to ensure that all of the technical data contained therein are in compliance.
  2. Inputs all data from RTs, PRs and GVSs into the liquid and gas verification system databases.
  3. Maintains checklists of royalty measurement locations and company contacts to ensure that documents are submitted within required timeframes.
  4. Identifies any omissions, errors, and inconsistencies of the aforementioned documents.
  5. Communicates with operators to answer questions and provide guidance on technical, regulatory, and procedural issues involving acceptable completion and submittal of required RTs, PRs and GVSs.
  6. Performs basic calculations in order to confirm net oil volumes and gas energy quantities.
  7. Organizes and stores paper and electronic documents in appropriate locations so that retrieval of such documents is easily accessible.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.

Salary InformationGS-08: $ 54,292 (Step 1) - $ 70,578(Step 10) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

This vacancy is also announced as BSEE-EENN-23-EI-045(DEU) for those applicants who wish to apply and be considered under Merit Promotion procedures.
