The Broward County Board of County Commissioners is seeking qualified candidates for Public Information Officer (Office of Economic and Small Business Development).
General Description
The Office of Economic & Small Business Development is seeking a highly motivated candidate to act as the organization’s spokesperson overseeing all public relations, media, advertising and promotions, website, presentations, special events, and community outreach. This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration or closely related field.
Requires six (6) years in public relations, public information or media relations in area of assignment including two (2) years of supervisory experience or closely related experience.
Special Certifications and Licenses Required
None
Preferences
- Master’s degree or higher in Public Administration, Business Administration, Marketing, Management or related field
- Certification as an Adobe Certified Associate (ACA)
- Certification in event planning/meeting management or similar
- Certified Project Manager (PMP)
- English/Spanish or English/Creole
- 3 years of experience in large scale community outreach planning and delivery for a diverse audience including small business training
- 3 years of experience with data analysis, scorecards, and performance measurements
- 3 years of experience in developing marketing strategies and designing outreach marketing materials, presentations, PowerPoints, and toolkits

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Directs and manages corporate and community relations staff; responds to media requests and pitches story idea, acts as lead contact and agency spokesperson for the media; writes press releases, editorials, talking points and speeches.

Manages advertising campaign for the agency and communicates agency activities; oversees crisis communications; oversees, directs and implements community relations outreach.

Strategizes marketing efforts and sponsorships with supervisors and executives; oversees section budget; coordinates special events; oversees development of all publications, presentations, videos and materials released to the public; manages social media campaign and the agency web site with up to date and accurate information.

Coordinates VIP escorts and special requests.

Administers public outreach programs - markets, promotes, advocates and trains clients in service offerings; maintains knowledge of current events and issues across the organization.

Works on special projects assigned by the Director or Assistant Director; composes various division correspondence, reports, and responses to upper management; represents and assists the Director and Assistant Director at various public and professional meetings or conferences, and chairs or attends meetings to create, modify or improve division procedures; confers with local, state, and federal officials, contractors, vendors, civic leaders, and the general public regarding divisional operations; addresses public groups; monitors email and coordinates with other County agencies and County constituents on various issues.
Coordinates research and business intelligence projects to support economic and small business development initiatives, including marketing strategies.
Shares research projects on relevant industry topics and work with agency staff and stakeholders
Collaborates with agency staff, other County agencies and community stakeholders to identify, plan and execute targeted marketing initiatives that will increase small business participation and further economic development initiatives
Implements efficiencies to maximize data collection to measure and report on performance measures, business/Client statistics, ROI, recommended actions regarding business development, and marketing strategies.
Mentors and supervises assigned staff, including establishing work schedules, assigning tasks, providing training and prepares employee performance evaluations.
Performs related work as assigned.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
