Position Description

JOB SUMMARY

This position is responsible for managing multiple independent multifamily apartment properties throughout Broward County under the control of the Broward County Housing

Authority/Building Better Communities, Inc. Functions include staff management, training and development; budget management, property preservation, vendor interactions/processing invoices, compliance with all internal and third-party policies and regulations.

ESSENTIAL JOB FUNCTIONS:

  • Oversees the management and direction of the day-to-day operations of affordable housing units including renovation timeliness and quality, as well as, all other elements of the job summary.
  • Administers policies and procedures in accordance with federal, state, and BCHA/BBC, Inc. requirements for the management of properties within budget guidelines.
  • Ensures inspections are completed routinely in accordance with established schedules.
  • Coordinates repairs as needed to ensure properties operate safely and securely in accordance with established guidelines, recommendations from risk management and law enforcement, and in compliance with all applicable regulations.
  • Oversees the activities and performance of maintenance and support staff in providing necessary support, maintenance, repairs, timely turnaround of vacancies (in accordance with organizational standards) and effective/efficient operations of the properties.
  • Coordinates scheduled contractors for work assignments when work is beyond the skill set of on-site staff. Also processing vendor invoices for payment.
  • Oversees inventory control, establish, improve or follow existing SOP on inventory control.
  • Oversees quality of work, purchasing and invoice processing; maintains attractive curb appeal of offices and properties.
  • Ensures that residents’ requests and/or complaints are handled in a timely manner. Documents and reports issues and/or resolutions.
  • Oversees collection of rents and other resident charges on a monthly basis in accordance with BCHA/BBC, Inc. standards.
  • Ensures portfolio occupancy is maintained at organizational standards for occupancy rates, delinquent rent payments, and uncollectable tenant funds.
  • Processes delinquent and non-compliant tenants for eviction.
  • Attends hearings, court mediations and trials as needed.
  • Monitors and reports tenant charges monthly for tenant related property damages.
  • Oversees the site based waiting lists, including assisting as needed in screening and processing applicants for leasing according to BCHA guidelines.
  • Develops and implements marketing strategies to lease the affordable housing units in a timely manner.
  • Ensures that property information is accurate and updated on the website.
  • Attends regular community partner meetings, Real Estate Management team meetings, or other community, resident or business meetings as needed.
  • Coordinates capital improvement projects with residents, staff/coworkers and vendors.
  • Assists in preparation of operating and capital budgets.
  • Oversees and manages the subsidized portfolio on an interim basis in the absence of that portfolio Property Manager.
  • Performs other related duties as assigned.

MINIMUM REQUIREMENTS:

Associate’s Degree, and five (5) years of related experience in property management; or equivalent training, education, and/or experience.

LICENSES OR CERTIFICATIONS:

Certified Apartment Manager (CAM), CAHM or Multifamily Housing Specialist required within 18 months of employment.

Knowledge, Skills and Abilities:

  • Knowledge of general facility/property management and maintenance/repair needs.
  • Knowledge in Microsoft Office (Outlook, Word, Excel).
  • Skills in staff training, coaching, and performance management. Can produce reports, establish operational SOPs, monitor and implement policy changes.
  • Skills in documentation and accounting for budgeting, cash/check receipts, banking functions, invoicing, and collections.
  • Skills in client/customer service and the ability to work with a diverse population.
  • Ability to prioritize workload and work independently while simultaneously build and support the operational team.
  • Ability to ascertain comparable market rents per property. Recommend rent levels and work resolve expense anomalies or recommend alternative produce and services.
  • Ability to obtain industry certifications as set out by the BCHA within a prescribed time period.

PHYSICAL DEMANDS:

The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also involves regular standing, walking, sitting; using hands to finger, handle, or feel objects, tools or controls; reaching with hands and arms; climbing stairs; balancing; stooping, kneeling, crouching or crawling; talking or hearing. Work requires close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. The noise level in the work environment is usually quiet to moderate.

WORK ENVIRONMENT:

Work is typically performed in an office environment.

Job Type: Full-time

Pay: $50,000.00 - $60,000.00 per year
