Boulder County is Hiring an Electrification Specialist Near Boulder, CO


Boulder County's Office of Sustainability, Climate Action and Resilience (“OSCAR”) is seeking to hire an Electrification Specialist to support multifamily units (MFUs), residential rental property owners, and Homeowners Associations (HOAs) in decarbonizing their buildings and providing access to electric vehicle charging.The role of the Electrification Specialist is multi-faceted and will require outstanding partnership building and contract management. With Boulder County’s commitment to reducing greenhouse gas emissions 80% by 2030 an emphasis is being placed on increasing the adoption of beneficial electrification technologies such as heat pumps and electric vehicles. While Boulder County has existing services like EnergySmart and PACE dedicated to single family residential and commercial buildings, the multifamily residential sector is unique with its own opportunities and challenges. Boulder County is also committed to racial equity and social justice. As such an emphasis will be placed on achieving racial equity outcomes and serving historically and current underserved communities.The Electrification Specialist will advise residents, building owners, housing authorities, HOAs, and property managers on energy efficiency, building electrification, renewable energy, indoor air quality improvements, climate adaptation techniques, and electric vehicle adoption, as well as engage energy services contractors, financial institutions, local government representatives and non-profit community organizations. 

This is a full-time, benefited position.This position will work Monday - Friday 8:30am - 5:00pm. This position will work remote and out of the west side of the Boulder County Courthouse located at 2020 13th St., Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.
 
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
 
Hiring Salary Range: $85,464.00 - $104,292.00 Annually 
 
Tentative Hiring Timeline:

New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month. Boulder County offers bountiful benefits, including pension contributions.

  1. Develops and leads strategy for multifamily building and transportation electrification.
  2. Manages contracted services to support multifamily electrification efforts, supporting property owners, managers, and homeowner associations with complete upgrades in energy efficiency, building electrification, EV infrastructure or other sustainability related improvements.
  3. Organizes learning sessions for property owners on topics such as incentives, green leases, energy as a service, and electrification.
  4. Develops relationships with multifamily property owners and managers, as well as area associations like Boulder Area Rental Housing Association (BARHA), Rocky Mountain Chapter Community Associations Institute, utilities and others.
  5. Maintains relationships with affordable housing providers in Boulder County and provides project support as needed.
  6. Represents the program at community events, workshops, and tabling opportunities.
  7. Solicits input and program improvement feedback from members of the community and other stakeholders.
  8. Assembles and facilitates a multifamily electrification learning group with various stakeholders including affordable housing providers, think tanks, contractors, engineers, tax professionals, etc.
  9. Collaborates with regional municipalities to share ideas and coordinate programs.
  10. Shares field experience with OSCAR program managers to incorporate learnings into policy development, equity considerations, education and awareness messaging, program development.
  11. Co-creates and implements outreach strategies to serve low-income individuals as well as current and historically marginalized populations.
  12. Manages incentive program for multifamily buildings including annual evaluation of incentive effectiveness.
  13. Manages EV charging infrastructure opportunities for multifamily housing units and deploys EV education with OSCAR’s transportation lead.
  14. Manages group buy program for heat pumps for condos and apartment buildings.
  15. Supports, maintains, inputs, and uses the program’s customer relationship management database (Salesforce).
  16. Continually improves one’s building science knowledge, transportation knowledge, and customer service acumen. Evaluates the overall effectiveness of the program, recommending design and developmental modifications and implementing the changes.

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of7 years of combined education and experience in a related field. This can include, but is not limited to, property management, customer/client engagement or education, communications and community outreach, building science, energy auditing, the electric vehicle charging industry, sustainability consulting, utility programming, and sustainability or environmental advocacy. 
SPECIAL REQUIREMENTS:
  • Must have the ability to sit for long periods of time and converse on the phone and online.
  • Must have the ability to navigate multifamily property sites (outdoor and indoor common area assessments) and conduct visual assessments of equipment. 
KNOWLEDGE, SKILLS, & ABILITIES:
  • Ability to work well independently or within a team environment.
  • Contract management and/or program management experience.
  • Strong interpersonal skills with the ability to work effectively, respectfully, and collaboratively with the multifamily housing community and maintain positive working relationships.
  • Effective community outreach and presentation skills, specifically as they relate to racially, ethnically, and socioeconomically diverse audiences.
  • Proficient word processing, spreadsheet, database, and desktop publishing skills (i.e., Microsoft Office) with the ability to learn additional database systems.
  • Strong ability to use independent judgment utilizing prioritization and organization skills.
  • Ability to travel to events located throughout Boulder County and work after business hours, as needed.
