GENERAL STATEMENT OF DUTIES AND RESPONSIBILIES

Entre Familia is a 6-to-12-month residential substance use treatment program that provides bilingual/bicultural, gender-specific, substance use disorder treatment to pregnant and postpartum women and their children. The program serves pregnant and postpartum women and their children in the State of Massachusetts. The program is based on evidence-based models with proven success in providing culturally sensitive services to all women and their children, a population historically underserved in substance use treatment.

Program Management & Leadership:

  • Responsible for the overall management and supervision of the Entre Familia Family Residential Program, a residential substance use disorder (SUD) treatment program for women and their children.
  • Strong commitment to Recovery Services mission.
  • Shared philosophy of substance use disorders and harm reduction treatment models.
  • Responsible for the design, implementation, and oversight of all services at the Program, including, but not limited to, planning and development, programmatic policies and procedures, treatment protocols and clinical documentation.
  • Lead the program management team to develop, plan, evaluate and report on goals, objectives, and outcomes for the program.
  • Oversees program's compliance with state licensing and federal regulations, and all reporting requirements and evaluation.
  • Ensures completion of all program's clinical documentation. Oversees monthly/quarterly/annual clinical chart reviews to ensure the delivery and documentation of clinical services.
  • Develops streamlined and comprehensive system of documentation in accordance with state and federal regulations.
  • Works in a confidential capacity with the Senior Management Team and meets regularly with supervisors regarding all aspects of program operations, including but not limited to matters pertaining to program staff and other confidential matters.
  • Participates in management team meetings; assists Residential Director and Associate Bureau Director with new initiatives and projects and in seeking funding sources; assists in fulfilling monthly, quarterly, and annual reporting requirements; shares in fulfilling critical responsibilities of Clinical Manager when absent from program.
  • Manages all program funding including state contracts and other external funding. Monitors program's third-party billing activities.
  • Operates independently.

Clinical Responsibilities:

  • Oversees development/implementation of evidenced based practices and curricula related to substance use disorder, mental health, trauma, child therapy, and life-skills.
  • Ensures program clients are provided with comprehensive health, mental health, case management and substance use disorder treatment.
  • Provides clinical consultation for program staff including the Clinical Manager, case managers, clinicians, direct care staff, etc. including risk assessments, mandated reporting, etc.
  • In collaboration with Senior Management Team, develops program policies to ensure safety and improve clinical services, case management and programming.
  • Provides support to staff and clients including crisis management and milieu management.

Community and BPHC Partners:

  • Establishes new partnerships, linkages, and program collaborations with community partners.
  • Serves as primary liaison with Boston Health Care for Homeless People (BHCHP) medical team.
  • Serves as primary liaison with vendors that provide program with services and that supply client food, cleaning, laundry, clinical laboratories, etc.
  • Oversees upkeep of program's physical facility and ensures all program spaces adhere to ADA regulations and DPH licensing requirements. Ensures physical facility is kept clean, attractive and maintains a welcoming and therapeutic environment.
  • Works closely with Property Management and vendors to resolve facility related issues.

Supervision/Staff:

  • Develops and implements operations protocols creating a comprehensive and coordinated delivery of substance use disorder services.
  • Develops/maintains an organizational culture that fosters staff professional development and provides adequate supervision and support.
  • Provides direct supervision and documentation to assigned staff, including but not limited to Clinical Manager, Program Manager, and Program Coordinator II.
  • Facilitates healthy team development and skill building integral to the delivery of clinical services.
  • Ensures program's compliance with performance evaluation schedules. Responsible for assessing training needs of staff to develop planned comprehensive staff training programs.
  • Oversees recruitment, hiring, performance evaluation, promotion, and termination of all program staff.
  • Makes and recommends management and personnel decisions regarding program, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline.
  • Supervises process improvement activities and maintains appropriate deadlines for said activities.
  • Represents management in grievance and arbitration process, including but not limited to hearing and adjusting grievances, and attending grievance and arbitration hearings. Recommends reviews and assists in creation of proposals for collective bargaining on behalf of the program and may attend and participate in collective bargaining as management representative.
  • Provides on call coverage, by cell phone, to the program(s) as scheduled.
  • Performs other duties as required.
