Boston Public Health Commission is Hiring a Manager, Evaluation Near Boston, MA

The mission of the Center for Public Health, Science, Technology, and Innovation (SciTech) at the Boston Public Health Commission (BPHC) is to utilize big data, cutting edge digital assets and tools to deliver timely, accurate and high impact public health information as a resource to local, state, and federal stakeholders for evidence-based decision-making while continually evaluating the quality and impact of our processes and products for improved public health and racial equity outcomes.
SciTech is looking for an Evaluation Manager who will function as a member of the core team that provides evaluation expertise across the life cycle of programs within the Commission. Reporting to the Director of Epidemiology, they along with other members of this team will be primarily responsible for programmatic and impact evaluation-related endeavors to help advance the Commission's work. Their focus will be on equitable evaluation and assessment of programs to address health disparities and promote health equity. They will support the implementation of the Commission's program evaluation agenda using multiple data sources such as program data, qualitative data, external secondary data to support program innovations and program planning, ensure quality assurance, and to enable continuous learning and improvement in program delivery across the bureaus. They will also support both external partners and internal staff with needs related to landscape analysis, needs assessment, and evaluation.
ESSENTIAL FUNCTIONS
  • Provide support and lead evaluation planning and methodology -- with an emphasis on equitable evaluation.
  • Participate in and provide support to program design activities including development of theories of change, logic model, and strategic frameworks.
  • Help determine performance, outcome, and impact indicators and targets.
  • Provide support to proposal development for monitoring and evaluation components for grant applications.
  • Support Implementation and design of monitoring and data collection tools.
  • Monitor program activities, outputs, and progress towards anticipated results.
  • Work with data platforms, databases, and technologies to capture and organize data.
  • Support training and orienting field/program staff in monitoring and evaluation processes and providing ongoing coaching.
  • Conduct data quality assessments; cleaning and organizing data.
  • Support analysis of evaluation data -- both quantitative and qualitative.
  • Develop monthly, quarterly, or annual reports depending on program/bureau requirements and needs.
  • Disseminate evaluation findings and program results to internal and external stakeholders.
  • Collaborate and liaise with external evaluation consultants and draft scopes of work.
  • Track best practices in monitoring and evaluation.
  • Perform other duties as directed by leadership.
