Senior Contingent Workforce Manager
Seattle, WA - HybridBluehawk Consulting is seeking a Senior Contingent Workforce Manager to support one of the world's largest online travel shopping companies for consumer and small business travel.
Project Overview
As a Senior Contingent Workforce Manager, you will be responsible for overseeing the strategic management and administration of contingent labor within our organization. This role requires a deep understanding of contingent workforce trends, compliance regulations, vendor management, and program optimization. You will collaborate with various stakeholders to ensure efficient utilization of contingent resources while maintaining quality and compliance standards.The Senior Contingent Workforce Manager plays a crucial role in optimizing the utilization of contingent labor while ensuring compliance, quality, and cost-effectiveness. This position requires a blend of strategic vision, operational excellence, and stakeholder engagement skills to drive the success of the contingent workforce program. Responsibilities
  • Strategic Planning: Develop and implement strategies for optimizing the contingent workforce program, aligning with organizational goals and industry best practices.
  • Vendor Management: Establish and maintain relationships with contingent workforce vendors, negotiate contracts, and monitor performance metrics to ensure service level agreements are met.
  • Compliance Oversight: Stay abreast of labor laws and regulations related to contingent labor, ensuring compliance with relevant employment laws, immigration regulations, and tax requirements.
  • Program Administration: Manage the end-to-end process of contingent workforce management, including requisition approval, onboarding/offboarding, time tracking, and invoice reconciliation.
  • Performance Analysis: Utilize data analytics and reporting tools to evaluate the effectiveness of the contingent workforce program, identify areas for improvement, and make data-driven recommendations.
  • Risk Management: Identify potential risks associated with contingent labor, such as misclassification, and implement mitigation strategies to minimize legal and financial exposure.
  • Stakeholder Collaboration: Collaborate with internal stakeholders, including HR, Legal, Finance, and hiring managers, to understand workforce needs and ensure alignment with contingent labor strategies.
  • Continuous Improvement: Proactively seek opportunities to enhance the efficiency and effectiveness of the contingent workforce program through process improvements, technology enhancements, and training initiatives.
  • Budget Management: Monitor and control costs associated with contingent labor, ensuring adherence to budgetary constraints while optimizing resource utilization.
  • Quality Assurance: Implement quality control measures to maintain the standard of work delivered by contingent workers, including performance evaluations and feedback mechanisms.
Required Skills & Experience
  • Proven experience in Contingent Workforce Management
  • In-depth knowledge of labor laws, regulations, and compliance requirements pertaining to contingent labor.
  • Strong analytical skills, with the ability to interpret data and derive actionable insights.
  • Excellent communication and negotiation skills.
    • Ability to build rapport and influence stakeholders at all levels.
  • Demonstrated proficiency in vendor management, contract negotiation, and performance evaluation.
  • Familiarity with workforce management systems, vendor management systems (VMS), and other relevant technology platforms.
  • Ability to thrive in a fast-paced environment, managing multiple priorities and deadlines effectively.
  • Certification in Contingent Workforce Management (e.g., CCWP) is a plus.
Education
Required Education
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
Desired Education
  • Master's degree.
