JOB DESCRIPTION

PROGRAM DIRECTOR (LMSW)- SAFETY FOR ALL

· Experience: 2 years relevant experience in victim services (required)

· Education: MSW, working toward an LMSW or already licensed (required)

· Skills: Bilingual English/Spanish (strongly preferred)

· Hours: Full-Time, 36 hours/week, Monday-Thursday, 8am-5pm (Occasional nights/weekends required, w/opportunity to flex hours.)

· Employment Status: Salary exempt

· Supervisor: Clinical Program Director-Victim Advocacy Services

· Compensation: $75,000* annual starting salary

· Benefits: Paid time off (108 hours), 11 paid holidays, plus 24 hours sick time a year

· Program Delivery Locations: Partner schools/agencies, BLOOM365’s Phoenix office and Peoria satellite office (not a remote/work from home position)

*Compensation is based on available grant funding, market rates for similar positions, education, and experience. This is a government grant funded position.

PROGRAM SUMMARY: Sexual violence (SV) victims with disabilities are significantly underserved and face challenges in receiving comprehensive victim services that are accessible, culturally relevant, and gender responsive (DOJ/OVW, 2018). BLOOM365, an Arizona interpersonal violence prevention and response non-profit, along with schools and population specific community-based organizations serving children and adults of all ages who have special needs, will address this gap through Safety for All (SFA), a Sexual Assault Services Program.

SFA is a school and community-based program to increase help-seeking, safety, healing and well-being among victims of SV with disabilities. As the Program Director of Safety for All you will recruit, supervise and support a team of advance practice MSW counseling interns and maintain existing school and community collaborations across Maricopa County, Arizona.

In addition, per the grant contract, you will have a direct service role, facilitating advocacy and case management services to victims and survivors of sexual assault with disabilities. The core target population is primary and secondary youth victims and survivors with disabilities, ages 11-24. The secondary target population is SFA program participants of all ages, plus their non-offending family members/caregivers.

ROLES & RESPONSIBILITIES: As the Program Director you are responsible for the overall success of the Safety for All program, which includes program direction, staffing, case management, evaluation, and reporting as outlined below.

Direct Services (50%)

· Provide direct services (advocacy, counseling, case management) to individuals with disabilities who have experienced or witnessed sexual violence or other forms of interpersonal violence, as well as to their non-offending parents/caregivers. Maintain a minimum caseload of 12 participants a week. Participants will demonstrate improvement in safety, healing and well-being, as measured by pre/post assessments outlined in the grant contract.

· Manage and respond to all incoming requests for SFA advocacy/counseling services.

· Serve as the Victim Compensation Coordinator for SFA. (training required)

· Recruit, manage, supervise, and mentor a team of 2-3 MSW counseling interns.

· Collaborate with the Program Manager of Peer Support Services to ensure all Safety for All participants are aware of the opportunity to serve as Peer Support Specialists.

· Maintain a consistent, weekly presence at collaborating schools and organizations, the Peoria CARC and BLOOM365’s Youth Advocacy Center to deliver direct services.

Program Direction (40%)

· Sustain the implementation of Safety for All in existing collaborating schools and organizations to elevate safety and self-advocacy for individuals with disabilities.

· Build a Coordinated Community Response Team (CCRT) comprised of stakeholders from collaborating schools and agencies for the purpose of increasing safety, healing and support for students and individuals with disabilities.

· Coordinate and promote the annual Safety for All Summit in April during Sexual Assault Awareness Month.

· Promote the Safety for All webinars to schools and organizations across Arizona to educate individuals with disabilities, as well as their non-offending parents/caregivers, service providers, school staff, etc. on Sexual Assault prevention and response.

· Collect, organize, and report monthly inputs, outputs, outcomes and activities.

· Complete monthly, quarterly and annual grant reports for SASP and other funding sources.

· Schedule the MSW interns to deliver advocacy and counseling services on site in assigned schools, collaborating organizations and via the new Mobile Outreach Van (MOV).

· Facilitate ongoing case management meetings to address barriers to safety and healing related to requesting and receiving help and/or reporting victimization.

· Ensure all SFA interns and partner schools/organizations maintain privacy, understand confidentiality, and embrace participant autonomy and empowerment within the confines of mandatory reporting.

· Collaborate with BLOOM365’s CEO/Lead Trainer to hold a minimum of two 3 R’s Trusted Adult Ally trainings a year for the parents/caregivers, service providers, teachers, etc. of Safety for All participants and potential participants.

Evaluation & General Tasks (10%)

· Ensure all program participant data and participant information is collected safely, securely, and accurately through digital and print methods.

· Organize data into monthly program reports. Submit all program reports accurately and in a timely manner.

· Analyze data on a quarterly basis to identify trends, unknowns, additional barriers to help-seeking, etc.

· Represent the Safety for All program on respective state coalitions and workgroups.

· Monitor SFA intern performance and progress.

· Other duties as assigned.

MINIMUM QUALIFICATIONS:

· Licensed Master Social Worker (LMSW)

· 2 years experience providing victim advocacy services

· 2 years experience in program management

· Experience with providing supportive services to people with disabilities a plus

· Bilingual English/Spanish strongly preferred

· Staff supervision experience desirable

· Tech savvy. This position requires the utilization of audio-visual equipment, i>Clicker remote polling devices, assistive devices, iPads, iPhones, MacBooks and Microsoft Office Suite (Word, Power Point, Excel).

EXPECTATIONS:

· Strong community engagement, collaboration and facilitation skills.

· Comfortable and competent with delivering case management, advocacy and/or counseling services to individuals with disabilities online or in person.

· Ability to maintain confidentiality at all times and offer non-judgmental support.

· Willingness to adapt to changing priorities within a high growth organization.

· Extensive knowledge of Arizona resources for youth and individuals with disabilities.

EMPLOYMENT REQUIREMENTS:

· Valid driver’s license, clear driving record and reliable transportation.

· Current Arizona Level 1 fingerprint clearance card and clear background check.

· Successful completion of the BLOOM365 7-Dose Curriculum, 3 R's Trusted Adult Ally Training, 40 Hour Sexual Violence Victim Advocacy Training and other trainings as assigned.

· Successful completion of the Arizona Victim’s Rights Training and the Victim Compensation Training.

WORK CONDITIONS:

· Willing and able to work in person at BLOOM365's Phoenix Youth Advocacy Center and satellite office at the Peoria Community Assistance Resource Center; on BLOOM365’s Mobile Outreach Van (MOV) and on site in partner schools/community-based organizations.

· Ability to perform all above-mentioned duties with or without accommodation.

OBJECTIVES & OUTPUT/OUTCOME GOALS:

You will leverage your education and experience to lead, mentor, supervise and collaborate with a team of advance practice MSW interns, and program partner staff to achieve the following objectives:

1. Provide education and referral services to a minimum of 500 youth and individuals with disabilities annually.

2. Increase availability of and access to victim assistance services for youth and adult victims of SV with disabilities, as measured by referrals.

3. Increase help-seeking among victims of SV with disabilities, as demonstrated by disclosures and help-seeking behaviors.

4. Provide advocacy, case management and counseling services to an estimated 50 victims/survivors of sexual assault with disabilities and their non-offending parents/caregivers annually.

5. Improve reporting of SV against individuals with disabilities, as measured by anonymous or direct reports to law enforcement, DCS and/or APS.

6. Enhance outreach to individuals with disabilities, as indicated by the number of education activities and awareness materials disseminated across all partner schools and organizations.

7. Increase understanding on what SV victims of all ages with disabilities need/want from the system, as documented by surveys and case notes.

8. Bridge the service delivery gaps, as demonstrated by improved coordination and response among BLOOM365, program partners, local law enforcement, DCS and APS.

9. Train an estimated 100 school staff, program partner staff, parents/caregivers of youth and individuals with disabilities in the 3 R’s on how to recognize the signs of abuse, respond to disclosures appropriately, and reframe policies and practices to prevent SV.
