Bizzell is seeking a Program Manager, who will be responsible for the management, supervision, and evaluation of all personnel assigned to NASA, Jet Propulsion Laboratory (JPL)/Facilities Maintenance and Operations Support Services contract, located in Pasadena, CA. This career opportunity is contingent upon the contract award. To be considered for this position, it may require a signed letter of intent.
Duties and Responsibilities:
•Direct oversight in planning, directing, and organizing facilities maintenance/ operations, work plans, business process, policies, procedures, schedules, equipment, and resources to meet contract requirements.
•Ensure all assigned projects are completed on time within the allocated budget, and scope.
•Solve problems and issues; track program progress; estimate and implement program budgets; coordinate and utilize resources for multiple projects in the program.
•Manage and monitor the day-to-day detailed aspects of multiple projects through the entire program cycle; formulate, organize, and monitor inter-connected projects; assign project managers and team members to projects.
•Provide effective communication with NASA officials, customers, etc. in sharing information regarding facilitating NASA, Jet Propulsion Laboratory (JPL)/Facilities Maintenance and Operations Support Services.
•Prepare weekly and monthly sub-tier contractor reports.
•Develops and implement processes, procedures, and initiatives to execute contract requirements, monitor progress, enhance performance, address, and resolve performance.
•Ensuring assigned projects are completed on time, and within approved scope and budget.
Education and Experience:
•Must be a U.S. Citizen and able to obtain a federal government clearance.
•Bachelor's degree in engineering, facilities management, or equivalent field required.
•Program Management Professional certification preferred.
•15 years of Program Management focusing on Facilities Operations and Maintenance experience required.
•Knowledgeable of Cal - Occupational Safety and Heath, EPA, ISO and OSHA standards and regulatory requirements.
•10 years of Federal government contracting (i.e., Federal Acquisition Regulation/System, Work Control, Property Accountability System, Acquisition of Equipment, Materials, and Supplies) experienced required.
•Proficiency with Microsoft Office Suite, specifically Outlook, Word, PowerPoint, Excel, Teams, and Outlook Calendar .
•Ability to gather appropriate information to determine and manage scope, schedule, and cost.
•Ability to multi-task, prioritize, and manage time effectively.
•Strong consulting and client-facing experience.
•Excellent time management, communication, and writing skills.
Physical Requirements:
•Prolonged periods of sitting at a desk and working on a computer.
•Must be able to lift up to 30 pounds at time.
