The successful candidate will collaborate with the Chief Financial Officer to ensure that funding priorities are consistent with our strategic plan and our mission as a community college. The Director of Budgets and Financial Administration will serve as a strategic member of the Finance Division to oversee all budget functions within the college, including fixed assets, capital planning, grants, and the operating budget. Responsibilities will also include presenting financial status updates at campus-wide forums, and monitoring and reporting on planned budget versus actual expenditures. Duties will also include collaborating with the Human Resources Department to implement position control and managing personnel budgets. POSITION SUMMARY

Responsibilities include but are not limited to:

  • Develops the annual operating and capital budgets, including preparing documentation and presentations for the annual Board of School Estimate presentation to the County Commissioners.
  • Oversees implementation of grant budgets, ensuring appropriate chart of accounts, amounts, and system uploads.
  • Develops, implements, and evaluates policies, processes, and procedures for managing the College’s budget.
  • Assists with the annual financial audit in collaboration with the accounting team.
  • Conducts ongoing linkage meetings with academic and non-academic departments throughout the fiscal year to ensure that budget requests are aligned with assessment plans and outcomes.
  • Evaluates, develops, and mentors staff, promoting a culture of professional development.
  • Performs daily budget entries, financial reporting, budget to actual variance analysis, and resolves related inquiries.
  • Produces monthly revenue and expenditure budget status reports for distribution to the CFO, the senior management team, and the Board of Trustees.
  • Engages with the Human Resources department to implement position control and prepare related reports
  • Supervises the operation of capital funding from county/state and provide analysis for
  •  expenditures, reimbursement, and fund balances.
  • Coordinates the development of budgets and new budget coding, including grant budgets, and assists administrators to effectively adhere to budget controls.
  • Prepares an annual budget calendar to assist with budget development, management, and meeting reporting deadlines.
  • Develops a set of core performance indicators for the budget department and measures and tracks annual performance to promote outcomes assessment.
  • Performs additional tasks or duties as assigned by the Chief Financial Officer or designee.

SPECIAL SKILLS AND QUALIFICATIONS

Education: Bachelor’s Degree in Accounting, Finance, or related field, and/or Master’s Degree.

Experience: Minimum of 5 years of leadership experience; background with institution of higher education a strong plus.

Demonstrates understanding of the community college mission and is able to integrate this knowledge into day-to-day decision-making to benefit students, faculty, and staff. Requires management and supervisory experience and is able to work collaboratively across diverse teams. Knowledge of financial management system to manage ongoing financial operations. Proficient in the use of the Microsoft Office suite, with advanced capabilities in Excel and analytics. Ability to effectively communicate complex concepts in writing and via presentations. Exhibits strong skills in organization, planning, and customer service. Experience with Ellucian Colleague, preferred.

SALARY AND BENEFITS

  • Annual Salary is $85,000-$105,000
  • NJ Educators Health Plan with free Vision and Dental. NJ State Pension plan.
  • 23 vacation days, 15 sick days, 4 personal days, 2 floating holidays, all designated holidays and 5 non-designated holidays a year. 3 Partial Sick Days.
