Behavioral Health System Baltimore (BHSB) is Hiring a Rehabilitation & Treatment Coordinator, Child & Family Near Baltimore, MD

The Rehabilitation and Treatment Coordinator, Child & Family Services is responsible for working with service providers in the management of contracts with BHSB and certain levels of care within the Public Behavioral Health System, with a primary focus on services for children, youth, young adults and families. The Rehabilitation and Treatment Coordinator manages a portfolio of BHSB program contracts, ensuring consistency with the purpose for the funding, determination of deliverables, and evaluating provider performance. Additionally, the position supports service providers, including those funded through BHSB and other sources of funding, with technical assistance and oversight to ensure the quality of care provided. The Coordinator is charged with building and maintaining strong relationships with service provider organizations, as well as other community stakeholders, and is required to have an understanding of mental illness, substance use disorders, the continuum of services available in the Maryland Public Behavioral Health System, and the larger system of care.

This is a full time position in a hybrid work environment, in Baltimore, Maryland. This position reports to the Associate Director, Child & Family Services.

Essential Functions

This position is the Program Lead for assigned levels of care and grant-funded contracts within the Public Behavioral Health System. This position is also a key point of contact for various community stakeholders regarding information sharing and technical assistance for children, youth, young adults and families with behavioral health needs. Duties include:

Leadership and Strategic Direction

  • Engage in strategic planning in collaboration with colleagues, treatment providers and community stakeholders to develop and implement strategies for enhancing access to and the quality of care provided in the Public Behavioral Health System.
  • Participate in and/or organize/facilitate internal and external committees or teams as indicated.
  • Actively contribute to the organization’s work with forward thinking in evaluating areas of service, systems and partnerships, both internally and externally, and provide input to areas of potential value.

Contract and Programs Management

  • Serve as contract team lead for assigned contracts to ensure that all administrative, fiscal, quality assurance, and program components of each contract are being adequately addressed.
  • Collaborate with fiscal staff to monitor budgets and spending and recommending funding re-allocations as necessary.
  • Evaluate and review service delivery system methods and recommend changes when warranted.
  • Formulate quality indicators in partnership with quality staff and monitoring and reviewing data to ensure benchmarks are met.

Accountability and Relationship Management

  • Serve as primary agency point of contact for assigned service lines and facilitating proactive and effective communication between community providers and other stakeholders about relevant issues and information.
  • Provide expertise and oversight to treatment providers to ensure state, federal, and local regulations are adhered to and thereby meeting contractual requirements.
  • Provide assistance to and maintain effective working relationships with service/treatment providers, community stakeholders, and Baltimore City residents.
  • Respond in a timely and effective manner to stakeholders’ concerns and needs identified by communities to assist with developing positive working relationship between providers and their surrounding communities.
  • Proactively engage in relationship development and maintenance with peers, community organizations, community leaders, service providers, consumers (youth and adults) and their family members and other stakeholders.
  • Identify ways in which the system and partners may mutually benefit from shared work.

  • To perform assigned work functions, this position and those it supervises may have access to protected health information (PHI). It is expected that the employee will operate from a place of integrity and assume an ethical obligation to protect the privacy and security of all PHI accessed by any employee on the team and will follow all of BHSB’s policies and procedures related to the Health Insurance Portability and Accountability Act (HIPAA). 
  • Serve as part of BHSB’s disaster response team as needed, in any capacity that is needed.
  • Perform other duties as assigned.

Knowledge and Education: 

  • Possession of Master’s Degree in Social Work, Counseling/Psychology, Human Services, Public Health, Public Administration or Allied Health field 
  • Five years research and/or administrative and/or management experience in behavioral health.
  • Maryland State Licensure in social work or counseling preferred, but not required.
  • Knowledge of behavioral health services including rehabilitative and clinical services and how services are delivered within the Public Behavioral Health System.
  • Knowledge of regulations, legislation, current developments and evidence-based/informed practices within behavioral health services.
  • Knowledge of resources available to internal and external partners within the Public Behavioral Health System.
  • Demonstrate cultural competence and a commitment to equity.
  • Demonstrate proficiency in program management, including program governance, financial management, service delivery, data collection and reporting, and communications.
  • Ability to interact in a virtual environment 
  • Ability to manage a comprehensive service array of services for mental health and substance use disorders and develop effective channels of communication that foster confidence and cooperation with a variety of stakeholders.
  • Ability to analyze service delivery and system-level challenges, generate and evaluate creative interventions, formulate recommendations and institute effective solutions.
  • Must display the use of appropriate judgment to determine appropriate course of action in resolving problems and implementing project goals.
  • Ability to work effectively with community organizations, community leaders, service providers, consumers (youth and adults) and their family members and other stakeholders.
  • Ability to work effectively and collaboratively with others, both internally and externally.
  • Must be able to express self adequately in written and oral communication and to communicate effectively in an interdisciplinary, culturally diverse setting with staff, stakeholders, and regulatory agencies.
  • Intermediate to advanced expertise in using technology to support work processes, including but not limited to Microsoft 365 programs.
  • Ability to interact with leadership in Baltimore City.
  • Ability to work in a professional, confidential, and collaborative capacity.
  • Ability to resolve complex issues and prioritize tasks.
  • Excellent written and verbal communication skills.

Supervisory Requirements: This position has no supervisory responsibilities.

This role may require travel to other locations for meetings and other business-related needs. Ability to travel locally 50% of the time is required. It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

This means that starting salaries are based on the requirements of each job and are non-negotiable, that the organization is not favoring people who are comfortable asking for a salary/hourly rate increase. The starting hourly/ annualized salary rate for this position is $75,149.

The benefits plan includes comprehensive Medical and HRA, Dental and Vision coverage, as well as a choice of 4 FSA plans and an employee paid Legal benefit. BHSB offers employer paid life insurance, short-term and long-term disability as well as a 403(b) plan with employer contribution, generous PTO and 13 days paid holiday. Medical plan participants receive a $5,000/$10,000 debit card to cover eligible deductible and copay expenses, depending on chosen coverage.

BHSB - About Us

This position works within the Programs department, which develops and manages a range of early intervention, treatment and recovery services for individuals and families with mental illness and/or substance use disorders. The department oversees services within the larger Medicaid fee-for-service system, as well as those directly funded by BHSB through private and public grants, including child and family services, peer support services, medication-assisted treatment, criminal justice diversion, and crisis services for youth and adults. The team collaborates with providers, city and state agencies, and other system partners to implement best practice programming and new or innovative pilots.
