We are looking for an inspired Human Resources and Talent Acquisition professional who expertly balances full-cycle recruitment and general HR functions within a rapidly growing behavioral health non-profit. Ethical, discrete, professional, diligent, and results-focused, at the core, you are driven by connecting our organization to top talent, developing sourcing and recruitment processes and ensuring the candidate and hiring manager experience is engaging and effective. As an HR Generalist, you will also oversee the effective execution of robust and operationally excellent core HR processes and systems. These include health and safety standards, employee policies, benefits support, leaves administration, learning and development, as well as leveraging technology to provide exemplar employee service in a timely manner. Reports to the Director of Human Resources and is a team member of an HR department under our 110 current employees that is rapidly doubling in the next year.

Essential Functions:

  • Responsible for full-cycle recruitment: sourcing, attracting, interviewing, and hiring talent. Develops interview screening protocols and questions as well as candidate rating systems. Oversees the talent acquisition process, providing semi to weekly updates to hiring managers and Director of Human Resources. Serves as guide to Hiring Managers in interview process.
  • Follow up with candidates and hiring managers to obtain feedback regarding the recruiting process with a sense of urgency and timeliness.
  • Collaborates with departmental managers to understand skills and competencies required for openings.
  • Abiding commitment to seek out and hire a diverse pool of candidates who reflect the values and organization mission of Be Well OC, which includes improving access for disenfranchised populations and stigmatized communities.
  • Monitors and responds to online reviews and feedback to maintain a positive organizational reputation while exercising discretion in public posts.
  • Tracks key recruitment metrics, such as time-to-fill, cost-per-hire, and quality-of-hire, turnover rate, to evaluate the effectiveness of recruitment efforts.
  • Analyzes recruitment data to identify trends, challenges, and opportunities for improvement.
  • Manages current candidate activity in the applicant tracking system (ATS) and HRIS.
  • Utilizes recruitment resources (time, budget) diligently to ensure actions lead to results.
  • Manages administrative tasks related to the employee life cycle, including onboarding, new hire orientation and off-boarding processes. Maintain data into HRIS and auditing for accuracy and compliance. Exercises decision making in handling escalated concerns.
  • Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications.
  • Manages application/resume file and retention.
  • Conducts or acquires background checks and employee eligibility verifications.
  • Implements new hire orientation and employee recognition programs.
  • Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
  • Attends and participates in employee disciplinary meetings, terminations, and investigations.
  • Acts as liaison between employee and management to answer questions or concerns regarding company policies, practices and regulations.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or related field required.
  • 3 years experience performing full cycle human resources functions.
  • 3 years experience overseeing talent acquisition.
  • 1 year experience in HR/recruiting for healthcare (e.g., hiring nurses, understanding credentialing, healthcare safety and compliance issues).
  • Valid and unrestricted California driver’s license with a good driving record and personal auto insurance.
  • Proficiency with software and/or equipment (Microsoft Office applications including Outlook, Word, Excel, PowerPoint).
  • Proficiency with HRIS and ATS platforms, preferably Paylocity.
  • Maintains positive working relationships and fosters a cooperative work environment.
  • Displays honesty and mutual respect when in communication with others.
  • Knowledge of patient rights, confidentiality, and laws pertaining to health care, mental health, and substance use.
  • Strong organizational skills with ability to prioritize projects, work relatively independently, manage multiple tasks, and meet deadlines.
  • Proficiency with software and/or equipment (Microsoft Office applications including Outlook, Word, Excel, PowerPoint; EHR systems).
  • Flexible personality and a quick learner who operates with a sense of urgency.

*Placement in the pay range is based on multiple factors including, but not limited to, relevant years of experience and qualifications.
