Description
To determine eligibility for applicants/recipients of Economic Support Programs. Portions of the duties associated with this position may be conducted remotely as allowed by the county telecommuting policy and authorized by the Department Head. Except in extenuating circumstances, prior to working remotely, the employee must: be fully trained; have demonstrated the ability to work independently; and have established excellent attendance.

Examples of Duties

1. Interview participants, primarily by phone, to obtain accurate information to determine eligibility for economic support.
2. Determine initial and ongoing eligibility for economic support programs.
3. Secure verification and documentation of required information.
4. Prepare, transcribe, and enter information in to the computer system.
5. Comprehend the intent and effects of documents pertaining to bank accounts, insurance policies, mortgages, rental agreements, interest, stocks, bonds, divestments, tax forms, retirement and Social Security payments, pay stubs, and bankruptcy.
6. Maintain an accurate record for each case and make changes as appropriate.
7. Interpret regulations and standards set forth in policy manuals accurately and logically.
8. Query, enter information, and make changes using the computer system with accuracy.
9. Refer individuals to other agencies and services including employment and training opportunities.
10. Determine the accuracy of information and reconcile discrepancies.
11. Keep informed of and process all program changes.
12. Identify, verify, and report program abuse or potential fraud cases. May be required to testify in court.
13. Answer face-to-face, mail, e-mail, and phone inquiries.
14. Explain program rules and requirements to the public, participants, and board members.
15. Maintain working relationship with other agencies such as family services section, child support, housing authority, district attorney, sheriff's department and relevant consortium partners.
16. Participate in and complete ongoing training as required by the state, county or consortium.
17. Prepare records and reports as required.
18. Participate in departmental, section, consortium and individual supervisory meetings.
19. Work with other section members or other regional consortium staff to interpret policies and to develop unity and departmental policies.
20. Explore alternatives to financial assistance.
21. Screen for priority service.
22. Related duties as assigned.

Qualifications

1. Four year bachelor degree, two year associate degree with two years of related work experience, or five years of economic support work experience.
2. Minimum of one year training or experience in computer use and keyboarding preferably Microsoft Office products.
3. Successfully complete required new worker training within the first two months.
4. Possess a valid driver's license and reliable transportation.
Physical Demands:
1. Ability to sit or stand for extended periods of time while performing duties.
2. Ability to drive.
3. Ability to lift up to 20 pounds.
4. Ability to navigate difficult terrain when making visits out in the field.
5. Requires physical demands such as seeing and hearing to make judgments both in the office and out in the field related to the analysis fo domestic abuse or the physical abuse or neglect of children.

Shifts and Work Hours:
Generally, the courthouse is open from 8:00am until 4:00pm, Monday through Friday. Depending upon the position, full-time employees may be scheduled either 37.5 or 40 hours per week.
Shifts for Dispatch personnel will vary, but cover 24-hours per day, 365 days per year. Applicants for these positions must be flexible. .
Insurance:
Health insurance is available to regular employees that work 26 hours per week or more. Coverage is effective upon completion of one full calendar month of employment.
Both Disability and Life Insurance are available.
A Section 125 Plan (Flexible Spending) is available.
Sick Leave:
Sick time is accumulated at the rate of eight (8) days per year for full-time employees and is pro-rated based on hours worked for employees working 50% time or more. New employees are provided with 5 sick days upon hire (in addition to the monthly allocation), which may be used for any purpose during the first year of employment.
Vacation for full-time employees scheduled 1950 hours per year:
Upon Hire: 37.5 hours
After One (1) year: 75 hours
After Five (5) years: 112.5 hours
After Ten (10) years: 150 hours
After Fifteen (1) years: 187.5 hours
Vacation for full-time employees scheduled 2080 hours per year:
Upon Hire: 40 hours
After One (1) year: 80 hours
After Five (5) years: 120 hours
After Ten (10) years: 160 hours
After Fifteen (1) years: 200 hours
Up to five (5) days of vacation may be carried over to the next year and must be used within the first 6 months of the new year.
For employees working more than 50% time, but less than full-time, vacation time is pro-rated based upon the regular number of hours scheduled.
Holidays:
New Year's Eve, New Years Day, Memorial Day, Labor Day, Veteran's Day, Spring Holiday (Friday before Easter), Christmas Day, Thanksgiving Day, Day After Thanksgiving, Fourth of July, Christmas Eve
Retirement:
Wisconsin Retirement System (Employee and Employer each contribute).
An optional Deferred Compensation Program is available.
