This announcement will be used to establish a pool of eligible candidates for vacancies that may occur within the next twelve months.

Incumbents selected for this posting will be responsible for providing first level computer system support of the IT Administrative network services for the San Francisco Bay Area Rapid Transit District (BART). The work involves contact with various user department staff to assist in resolving computer related problems, reporting the problems and assigning them for further technical support if unresolved at the time of the call.
The successful candidate will be solution oriented, focusing on the end user experience, in depth technical support, user self-service tools and information, documentation, and knowledgebase continuous improvement. Candidate should also have experience deploying software, imaging computers, creating and implementing IT procedures, and managing network security access.

Beyond the minimum qualifications, the ideal candidate should have the ability to perform the following:

1. Provide standard, and advanced troubleshooting on computer issues, printer issues, network access, and license issues for district users.
2. Establish timelines and protocols for harder to solve problems while focusing on the end user experience.

3. Implement and maintain self-service support, empowering end user with knowledge and tools for self-service support.4. Document, report, and follow up on known high priority incidences and problems.5. Effectively work well within a group setting of the same job class, independently, and with higher technical job classification(s) to secure their support in reaching a solution on the reported problem(s).6. Effectively demonstrate proper verbal/writing communication skills and professionally communicate with technical and non-technical IT Customers at all levels, i.e., business users, managers, and executives.7. Coordinate tasks and projects between end users, IT, and any other outside departments.8. Highly skilled at utilizing an IT Service Management tool, such as Remedy/Salesforce, to record the necessary information for user problems, report and manage requests from intake to closure.

Selection Process

This is a SEIU Local 1021 Bargaining unit position. However, All SEIU members must follow the "Bid Form Process", failure to comply will invalidate an employee's application.The selection process will include a screening for minimum qualifications as listed in this posting and may additionally involve a skills/performance test, written exam, and/or a panel interview. Outside applicants will not be considered until all employees who have applied have been considered first.
Application ProcessThis is a SEIU Local 1021 Bargaining unit position. However, all full-time SEIU District employees must follow the "Bid Form" process and deposit their bids in the bid box. Failure to comply may invalidate the employee's bid. As actual vacancies occur, District employees on the internal eligibility list will be considered before outside candidates.

Examples of Duties

  1. Develops and maintains network management procedures such as: Electronic Mail Administration Procedures, End-User Network Data Storage Allocation Guidelines, Data Backup and Archive Procedures, Network Troubleshooting Guides, Network Problem Callout and Escalation Guidelines, etc.
  2. Controls security of computer-related equipment and provides protection of end user data integrity; maintains Asset Inventory & Utilization Database of all computer-related equipment.
  3. Prepares and executes workstation relocation plans for workgroup moves.
  4. Operates an Administrative computing Help Desk; coordinates responses to user help calls; monitors end-user help calls to receive, analyze and implement solution to requests for support from end users.
  5. Maintains network resource location lists (Printer Locations/Corresponding Queues, Network Drive Locations and Uses, etc.).
  6. Designs project automation plans including requirement analysis, evaluation of new hardware and software for applicability to project requirements, promotion of hardware/software standardization across user base.
  7. Troubleshoots and resolves Administrative network problems including network communications routing, data access, printing and general administrative application areas.
  8. Monitors the daily operations of the network.
  9. Acts as project coordinator for projects as assigned.
  10. Provides backup coverage for Computer Support Coordinators during scheduled days off, vacations, etc.
  11. Keeps current on latest developments in hardware and software provided by manufacturers and prepares upgrade and migration plans to take advantage of technology advancements.
  12. Prepares and executes desktop software migration strategies to replace major operating systems and/or application programs on a global basis.
Minimum Qualifications

Education:
A Bachelor's degree in computer science, mathematics, business administration or a closely related field from an accredited college or university.

Experience:
Four (4) years of (full-time equivalent) recent verifiable experience in network administration, network management and Help Desk support, which has included significant experience in microcomputer applications and end-user interface and training.

Other Requirements:
May be required to work overtime or off-hours to test hardware and software. Must be available to provide emergency fixes when required.

Substitution:
Additional experience as outlined above may be substituted for the education on a year-for-year basis. Graduation from a four-year college is preferred.

  • Providing end user technical support in the above products on an as-needed basis.
  • Specifying new hardware and software compatible with the existing network.
  • Developing, implementing and maintaining hardware/software security controls to protect computer related equipment and end user data from viruses, errant programs, unauthorized users, etc.
  • Communicating with multiple client organizations (BART, BATC, SAMTRANS) simultaneously in the satisfaction of their differing computing needs/requirements.
  • Providing regular report-outs to management on network operations and user issues.
  • Reviewing hardware/software requisitions to ensure compliance with project automation plan and automation plan goals.
  • Planning and anticipating network expansion/growth requirements.
  • Coordinating, planning and executing network management operations in conjunction with other network administrators from WAN connected entities (BART, outside agencies, etc.).
  • Planning and scheduling the work load of other Computer Support Coordinators to ensure user support commitments are achieved on assigned special projects such as server replacements, software installations, etc.
