San Francisco Bay Area Rapid Transit (BART) is seeking to fill a Civil Engineer and a Senior Civil Engineer position in the Civil Engineering Division within the Office of Infrastructure Delivery.

The scope of the Office of Infrastructure Delivery (OID) Civil Engineering Division includes initiation and support of maintenance and capital projects; Ownership and periodic revision of BART Civil Engineering design criteria, standarddrawings and standard specifications; Asset Management of Civil Engineering related assets.

Specific requirements include:

Civil Engineering Asset Management encompasses the following District assets

  • Parking lot pavement, related sidewalks and access roads

  • Stormwater systems (bioretention, inlets, permeable pavers)

  • Stairs and railings, doors (stations and facilities)

  • Roofs and gutters (stations and facilities)

  • Fences and gates

  • Permanent physical barriers

  • Fall protection on buildings

  • Signage (regulatory and wayside)

  • Underground utilities (gas, storm water, water and sewer)

  • Landscaping and irrigation

Support of Maintenance

  • Respond to requests for engineering

  • Support requests for maintenance

  • Field assistance to Grounds and Facilities maintenance works

Code & Regulation Compliance

  • California Building Code (CBC)

  • FTA requirements

  • CEQA (environmental) requirements

  • San Francisco Bay RWQCB (water board) requirements (NPDES, MS4 permits)

  • BFS

Projects & Permits

  • Planning and engineering studies

  • Preparation of plans, specifications and cost estimates for maintenance and capital projects

  • Technical reviews of Consultant project designs for conformance to BART standards

  • Plan check and Quality Control/Assurance reviews

Civil Engineersare expected to work independently on smaller, self-contained, well-defined projects. Engineers are expected to have detailed subject matter expertise in certain areas, and to act as consultants to others in their areas of expertise.

Ideal incumbents will demonstrate the following skills beyond the minimum qualifications:

  • Experience in field reliability, process improvement, design, and maintenance.

  • Strong Engineering skills and experience.

  • Excellent problem-solving ability.

  • Excellent communication skills, including the ability to make clear presentations, produce concise technical reports, and translate technical issues to business and operational perspectives

  • Experience in the development of Preventative/Predictive Maintenance processes and procedures to improve and sustain overall equipment reliability

  • Experience with data collection and analysis to document system and equipment performance and reliability testing

  • Ability to work successfully with multidisciplinary teams.

  • Willingness to be on call 24 hours a day, 7 days at a time (in rotation with others), to work occasionally during overnight and weekend maintenance windows, and to work occasionally in noisy and dirty environments or in foul weather and in close proximity to moving trains.

Sr. Civil Engineers will be responsible forall of the above including the following:

  • Ability to Independently develop high quality civil engineering products including, but not limited to construction drawings, specifications, narratives/reports, and calculations.

  • Lead and/or perform technical reviews of projects to ensure code and BART Facility Standard compliance, assess constructability, improve maintainability, mitigate impact to revenue service operations, and examine cost and schedule.

  • Experience in leading civil engineering design and construction in areas of transportation (railway and roadway), grading, pavement, sewer, storm drainage, water, erosion and sediment control, stormwater retention, traffic control, utilities, and building and site development.

  • Experience in stormwater management documents, ie. Stormwater Pollution Prevention Plans (SWPPP), Spill Prevention, Control and Countermeasure regulations (SPCC), and slope stabilization.

Selection Process
Initial screening of applications will begin on April 25, 2024.

The selection process for this position may include a skills/performance demonstration, a written examination, and a panel and/or individual interview.

Examples of Duties

Civil Engineer

  1. Performs a variety of professional civil engineering duties in the design, development and maintenance of the District's trackage, access roads, parking lots, drainage and other system facilities.
  2. Prepares engineering drawings, sketches, equipment specifications, calculations and analyses for new or proposed projects; develops design details.
  3. Prepares preliminary engineering design cost estimates and other information for management and project board review.
  4. Reviews approved project criteria for existing facilities; compiles, researches and analyzes data for modifications or extensions to existing facilities.
  5. Assists in the establishment of schedules and methods for providing design support during construction; prepares construction and installation cost estimates.
  6. Monitors project work procedures to ensure compliance with established policies and procedures; evaluates proposed changes to approved plans and specifications.
  7. Prepares a variety of drawings, reports and correspondence on assigned construction projects including field and design engineering changes, cost estimates, as?built drawings and related documentation.
  8. Provides engineering design support to other divisions, District departments and outside agencies, and during construction projects.
  9. As assigned, reviews construction in progress; performs a variety of field-testing duties; submits reports.
  10. Utilizes a variety of engineering software programs and applications including CADD.
  11. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of civil engineering.
Sr. Civil Engineer
  1. Performs advanced civil engineering duties in the preparation of engineering design plans and specifications for the District's trackage, access roads, parking lots, drainage and other.
  2. Performs engineering design calculations; prepares engineering design drawings and specifications, calculations, and construction cost estimates; provides design support during construction.
  3. Inspects equipment or facility; analyzes and provides recommendations for engineering solutions, repairs, modifications or maintenance.
  4. Reviews and responds to engineering submittals, drawings and specifications prepared by outside agencies for construction projects adjacent to District facilities.
  5. Prepares and coordinates the preparation of construction feasibility studies and cost estimates; defines scope and develops conceptual plans; prepares civil engineering design project proposals for management review and approval.
  6. Provides assistance in obtaining outside consultant services; schedules consultant proposal submissions; participates in evaluation of consultant proposals.
  7. Reviews contractor submittals for conformance to drawings and specifications; interprets plans and specifications for construction staff; prepares and directs design contract revisions and change orders.
  8. Initiates and evaluates design and field environment changes during construction; takes field measurements of completed work; inspects construction at substantial and final completion stages.
  9. Prepares engineering reports, manuals, and other correspondence related to work activities.
  10. As assigned, may participate in the selection of engineering staff; provides engineering guidance to lower level staff in their areas of work including civil engineering design methods, procedures and techniques.
  11. Participates in the preparation and administration of the engineering construction program budget; submits budget recommendations; monitors expenditures.
  12. Prepares analytical and statistical reports on operations and activities.
  13. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of civil engineering.
  14. As assigned, conducts field inspections, site investigations and field materials testing duties.
Minimum Qualifications

Education:
Bachelor's degree in civil engineering or a closely related field from an accredited college or university.
Experience:
Civil Engineer: Two (2) years of (full-time verifiable) professional experience in civil engineering or related experience.Sr. Civil Engineer: Three (3) years of (full-time equivalent) verifiable professional civil engineering experience. Transportation industry or public agency experience is desirable.
License or Certificate:
Registration as a professional engineer in the State of California.

Substitution:
Additional professional experience as outlined above may be substituted for the education on a year-for- year basis. A college degree is preferred.
Other Requirements:

Must be physically able to conduct field inspections and testing as assigned.

Must possess a valid California driver's license and have a satisfactory driving record.
