Bay Aging is Hiring a Safety Manager-Transit Near Gloucester, VA

Develop, implement, train, monitor and review safety procedures and systems within Bay Transit. Foster a culture of safety within the Agency at large. Ensure Bay Transit safety compliance with all OSHA, DOT, and FTA regulations. Reports to the Transit Director.

Essential functions

  • Support operations safety within Bay Transit: Provide training to drivers during ride-along and formal training sessions; Identify safety risks and train staff to prevent, minimize or eliminate the risk; Lead the incident/accident response and follow-up internally and with passengers when required; Monitor on-board cameras; Lead quarterly safety meetings in several locations.
  • Develop and implement new safety plans and procedures required as the Agency expands its service area, the type of services it offers, and the numbers of passengers served; Maintain compliance with Federal and State standards for safety; Chair and coordinate activities of the safety committee.
  • Coordinate the implementation of the FTA Drug and Alcohol testing program, acts as agency Drug & Alcohol Program Manager and Designated Employee Representative.
  • Provide technical expertise to the Agency: develop and implement appropriate safety training programs for each Bay Aging site; train staff in emergency procedures; provide incident report and safety expertise across the Agency.
  • Collect, analyze, and maintain all safety and security data. Compile and maintain data required by the federal, state, and local government entities and other stakeholder organizations, including the National Database.

KNOWLEDGE, SKILLS, AND ABILITIES

Rely on some experience and judgment to plan and accomplish goals. Perform a variety of tasks in a variety of areas.

Decision making- Handles daily responsibilities of the position with the support and coaching of the Transit Operations Manager. Inform supervisor in cases of transit accidents or significant incidents. Work closely with supervisor on new grant applications.

Working knowledge of:

  • Occupational Safety and Health Agency (OSHA), Federal Transit Administration (FTA) and Department of Rail and Public Transportation’s (DRPT) safety compliance requirements.
  • Microsoft Office programs (e.g. word processing, spreadsheet, e-mail).
  • Certified Breath and Alcohol Tester (BAT) a plus.

Ability to:

  • Work a flexible work schedule Monday through Friday and be on-call whenever the Agency has vehicles on the road (early morning, late evening, weekends).
  • Work in and away from the office, including attending community functions within the Agency’s service area in the evening and occasionally on weekends. Requires regular independent travel around the area served by Bay Aging and occasional overnight travel.
  • Establish and maintain effective working relationships with employees and supervisors.

WORKING ENVIRONMENT

Office environment with minimal physical requirements (ability to lift 15lbs, walking and climbing stairs). Driving transit vehicles with limited exposure to weather conditions.

Bachelor’s degree preferred. The individual may have significant, related work experience in lieu of the degree. Requires at least 3 years of experience in risk/safety management or public transit.

Must possess a valid driver’s license. Commercial Driver’s License (CDL) Class B or higher with Passenger Endorsement preferred.

FLSA status: This is an exempt position.
