Barber National Institute is Hiring a Program Accountant Near Erie, PA

Program Accountant
This is a responsible, exempt level position reporting to the Vice-President of Finance. The position requires a staff member to have a broad and diverse knowledge of financial and cost accounting, the ability to learn required software systems, and the judgment and analysis skills to derive and interpret data and make sound business decisions. Since this position will work with and support Barber's Service Line Directors and Program Managers, they must have strong communication skills and be able to function as a member of the Finance/Accounting Department team.
Responsibilities of Program Accountant:
  • Work with Service Line Directors to prepare and document the operating and capital budgets of multiple service lines on an annual basis.
  • Prepare cost reports as needed by payers and outside organizations, prepare various reporting to Erie/Philadelphia/Allegheny Counties, filing to the PA Department of Education, the Erie School District and the Intermediate Unit and other regulatory agencies as required.
  • Review monthly operations, complete variance analysis and document reasons for variances to budget with the Service Line Directors/Program Managers. Meet monthly with the Service Line Directors to review results of operations as the business liaison for the Service Line.
  • Complete specific account reconciliations as assigned and oversee the account reconciliation work of Accounting Associates. Prepare certain journal entries for the monthly closing and review and approve journal entries (as needed) made by the accounting Associates as directed by the Controller, Manager of Accounting, and VP of Finance.
  • Complete special projects that may be assigned by the CFO, Controller, Manager of Accounting or the VP of Finance. This includes overseeing: the coding and entry of accounts payable; the generation and recording of accounts receivable; entered journal entries.
  • Develop and produce timely and accurate reports/financial statements as required/requested by the funding sources and Center Management.
  • Work with departmental leadership to develop and maintain a Program Accountant's "Accounting Manual" for the programs under their direct control. This manual will include a calendar of required filings, examples of work product spread-sheeting and other detailed operating and procedures and processes.
  • Assist in annual external audit with required schedules and other requisite support.
  • Make periodic site visits to field locations as needed.
Qualifications for Program Accountant:
  • Bachelor's degree in Accounting/Finance or in a related field with three to five years' experience.
  • Knowledge of GAAP and cost accounting principles and practices. In addition, knowledge/experience with PA's DPW Office of Developmental Programs, the PA Department of Education, Early Intervention Programs, or federal Medicaid programs is preferred.
  • Experience with Microsoft Office required.
  • Valid driver's license and good driving record
  • Eligibility for State Police Criminal Record Check and Child Abuse History Clearance
  • FBI clearance required for individuals who do not meet PA residency requirements
