Definition of ResponsibilityUnder the general direction of the Deputy County Attorney (the Administrative Deputy), the Public Information Officer will support the development and maintenance of the document compliance processes and procedures for compliance with the Maryland’s Public Information Act (MPIA), 4-101 et seq. of the General Provisions Article of the Maryland Annotated Code of Maryland. The incumbent will interpret and implement the PIA statute and regulations, as well as the procedures for responding to federal records issues.
Examples of Essential Duties - Review and respond to MPIA requests.
- Provide oversight for and support of County departments, offices and agencies on preparation of issuance of 10-day letters and responses to MPIA requests to ensure compliance with the MPIA.
- Assist, as necessary, County custodian of records in responding to MPIA requests and compliance with the MPIA statute.
- Develop a County wide policy and program for the handling of MPIA requests and MPIA compliance.
- Coordinate with legal counsel to determine where there are exemptions to disclosure under the MPIA.
- Maintain data and statistics, as appropriate, for MPIA compliance.
- Assist with the procurement or resources for MPIA compliance.
- Conduct legal research and analysis of statutes and regulations within area of responsibility.
- Work on legal matters arising under the MPIA in connection with Agency program offices on MPIA matters.
- Provide advice in the areas of MPIA matters.
- Prepare tentative draft letters, legal memoranda, and legal documents for attorneys’ review.
- Analyze factual and legal issues presented to determine what further facts are needed and what legal sources are applicable.
- Research and interpret policies, procedures, regulations, and statutes relating to the provisions of MPIA and other appropriate Acts, court decisions and administrative rulings.
- Search case reports, letters, memoranda, and legal documents for use by attorneys in the preparation of opinions, legislative reports, briefs, and other legal documents.
- Initiate contacts with program offices and other persons having knowledge of the facts involved in the problem or case under study.
- Obtain information and/or legal references pertinent to the problem under study.
- Study legal precedents,
- Prepare recommendations for review of supervisor.
- Maintain contact with the MPIA requester community, and public.

ORa Juris doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA)
ORa four year degree from an accredited educational institution
ANDat least six (6) months of MPIA or Freedom of Information Act (FOIA) experience and thorough knowledge of MPIA and FOIA exemptions.
Preferred QualificationsPrior experience with records management, FOIA or MPIA requests, subpoenas duces tecum, or time sensitive document processes preferred.

Physical and Environmental ConditionsThe work of this classification is essentially sedentary with some walking, standing, or other limited physical activity.
