Pay Schedule II, Grade H16 Regular Schedule: 40 Hours per week
 
A vacancy exists in the Department of Public Works: Metro District Financing & Petitions.
A list of eligible applicants will be established based on the examination as outlined below.

Under general supervision, drives and operates single-axle, commercial weight vehicles and operates equipment.

Examples of Essential Duties
  • Installs, tests, repairs, rebuilds, replaces, and maintains commercial and domestic water meters from various manufacturers.
  • Performs some pipe work repairs, as needed to complete a meter job.
  • Replaces worn and/or defective parts and reassembles meters. 
  • Investigates and reports unusual conditions to his/her supervisor. 
  • Tests meters at the job site for accuracy and inspects for leaks. 
  • Tests and repairs meters in the field and/or shop as needed. 
  • Contacts property owner/occupants and notifies them of repair schedule. 
  • Ensures safe environment in meter vaults using atmospheric analyzers, fresh air blowers, and water pumps. 
  • Uses a variety of hand tools (some powered) in cramped, underground vaults, often under adverse environmental and physical conditions. 
  • Always maintains crew vehicle in an inspection-ready status. 
  • Maintains maintenance or repair records and completes work tickets daily. 
  • Ensures that the job site conforms with all safety rules and practices as established by OSHA, the State of Maryland, and the County. 
Examples of Other Duties
  • Leads and instructs other workers.
  • Trains and assists in the operation of Equipment Operator level and unfamiliar Laborer II level equipment and vehicles.
  • Performs other related duties as assigned.

Training and Experience
Possession of a valid driver's license equivalent to a commercial, class B Maryland driver's license. 
Preferred Qualifications
Site Maintenance (Seeding, mowing, erosion control etc.)
Current work experience operating a large dual wheel, single axle dump truck that includes performing manual labor tasks.
Knowledge, Skills, and Abilities (Entry Level)
Knowledge of the operation and function of equipment and utility trucks. Knowledge of unskilled and semi-skilled manual labor tasks.
 
Skill in the operation of Utility vehicles. Skill in the safe operation of assigned equipment and trucks. Skill in the safe operation of tools, equipment, and machines used on the job.
 
Ability to make minor or routine repairs and adjustments to equipment and trucks. Ability to follow instructions. Ability to read street signs and simple written material. Ability to communicate effectively. Ability to keep simple records.
 
Knowledge, Skills, and Abilities (Full Performance)
Knowledge of the operation and function of trucks and specialized equipment associated with construction and maintenance of water infrastructure. Knowledge of applicable safety procedures. Knowledge of applicable County and departmental rules and regulations.
 
Ability to apply acquired knowledge to increasingly varied and complex tasks. Ability to perform duties independently and as part of a team. Ability to train on equipment and vehicles of higher complexity. Ability to lead and instruct others. Ability to complete assigned tasks by established deadlines. Ability to complete simple forms.
Age Requirements
Non-Maryland residents must be at least 21 years of age at the time of appointment.Licenses and Certificates
Possession of a valid driver's license equivalent to a commercial, class B Maryland driver's license is required at the time of application. Some positions may require possession of a valid driver's license equivalent to a commercial, class A Maryland driver's license. (License may require endorsements and/or the absence of certain restrictions.)Possession of a current Medical Examiner's Certificate in accordance with Federal Motor Carrier Safety Regulations is required at the time of application.All licenses and certificates must be maintained throughout employment. 
Proof of Licenses
Applicants MUST submit proof of their drivers' license at time of application. Applicants with a license other than a Maryland drivers' license must submit a currentcopy of their driving record at the time of application. EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
All applicants who meet the minimum qualifications may be required to demonstrate their ability to operate a large dual wheel, single axle dump truck.Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Employees in this classification may be required to work overtime with little or no advance notice. Some positions may be designated as Emergency/Essential.
Physical and Environmental Conditions
The work of this classification entails the performance of heavy physical labor including, bending, stooping, lifting and carrying heavy objects, and the operation of vehicles, tools, and heavy equipment. Some work requires exposure to potentially hazardous conditions such as standing in traffic, working in trenches, and adverse weather.
Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
