Job Summary:
The Department of Economic Security, Division of Technology Services (DTS), is seeking an experienced and highly motivated individual to join our team as an .NET Application Developer.
The Applications Developer acts as a lead application developer performing complex analytical tasks, including meeting with end users/customers, assessing business needs, defining and documenting system requirements, developing design specifications and system reviews. This position coordinates IT work from inception to conclusion through the development and management of project plans by developing cost and resource projections, schedules and assesses resources to determine any limitations that may prevent the timely completion of project deliverables. Reviews project requests from users and determines the impacts that may have on existing systems and processes. Evaluates user requests for feasibility, completeness, and accuracy. Monitors and maintains accurate project schedules to deliver system enhancements on time and within budget.

Job Duties:
● Construct programs, prepare test plans and test data, conduct program and system testing to ensure specification compliance.
● Participate in the software development life cycle (SDLC) from technical design to develop, test, and deploy using Responsive Web Design Framework and Microsoft .NET development tools.
● Analyze overall system requirements, interfaces and constraints. Design and document systems in accordance with DTS development standards.
● Evaluates technical solutions from functional requirements and determines if database changes are required.
● Develop and document detailed specifications in accordance with DTS standard, and present at user review meetings.
● Gather and document system requirements through interview/studies, interface with customers for enhancements, maintenance and problem resolution on existing systems.
● Work with developers, apps architect, scrum master, and customers to maintain and modernize existing legacy web applications.
● Conduct end user demos, obtain approval of design documents, assess impact of changes to design, and modify as required.
● Enhance competence of systems design and development skills, and current technology. Attend project staff meetings, update project work plans and status reports.
● Design efficient programming and testing methods; help other programmers and provide on-the-job training as required.
Knowledge, Skills & Abilities (KSAs):
Knowledge in:
● DotNet development language and Microsoft.
● Visual Studio.
● SQL database design using MS SQL 2014 or higher.
● Microsoft Azure Dev Ops.
● Agile/Scrum methodologies.
● Principles and practices of system analysis and design
● Software development life cycle (SDLC)
● Computer hardware, software, and operation systems capabilities
Skills in:
● Identification of problems, analysis, formulation of alternatives, and making realistic recommendations in a multi-platform environment.
● Authoring design documents in collaboration with business analysts and project managers.
● Conceptual design, modifications, and documentation of projects
● Writing and publishing feasibility documents, requirements documents, design documents, and testing and training documents.
Ability to:
● Analyze complex user needs and design and develop effective modifications and/or system enhancements to existing and/or new applications.
● Design and develop software applications using Microsoft Visual studio and specifically .NET to meet customer objectives.
● Communicate technical information in a clear and concise manner to technical and non-technical users and staff.
● Work independently and adapt to changing environments and technologies.
● Assess progress and balance, prioritize, and organize multiple tasks.
● Build strong relationships inside and outside the agency.
Selective Preference(s):
● Knowledge and experience with web applications written in ASP.Net C#, .Net Core (Full Stack developer). MVC (Module Views and Controllers), Bootstrap, API Development and using Microsoft Visual Studio as source code repository, SQL Server Programming, RESTful API's, Azure DevOps, Agile development.
Pre-Employment Requirements:
● Bachelor’s degree plus 5 or more years of programming and analysis experience (or equivalent experience)
● Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all
newly hired State employees.
● Successfully pass background and reference checks; employment is contingent upon completion of the
above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
● ARS 41-1969 Each employee or contractor of the department of economic security who is employed in an information technology position shall have a valid fingerprint clearance card issued pursuant to section ARS 41-1758.07.
● Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension, or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
