Overview:

The Chief Medical Officer/Executive Vice President, Clinical Services holds an executive leadership position within the organization, reporting to the President/CEO. The Executive Vice President, Clinical Services is one of four divisional leaders who through collaboration, transparency, and cooperation form the Executive Leadership Team responsible for overall accountability to the President/CEO. Accountable for the management and supervision of all Avenue 360’s clinicians, the EVP Clinical Services plays a critical role in the delivery of high quality, patient-centered, and community-based comprehensive primary care. The Executive Vice President, Clinical Services is responsible for ensuring that care is delivered within the standards for each clinical discipline and appropriately aligned with our federally approved scope of practice. The EVP, CLINICAL SERVICES has a multifaceted role that includes clinical, managerial, grant oversight and educational responsibilities and duties. This position plays a key role in developing and sustaining internal relationships and external relationships with other community and public health organizations.

Duties and Responsibilities:

Strategic

  • Responsible for overall management and day to day oversight of the clinical division according to the strategic vision established by the Board of Directors and under the oversight of the President and CEO. Willdemonstrate such to CEO and Board by achievement of key performance metrics, and to grantors as required, on a regular basis;
  • Provides executive leadership in facilitating staff interactions with Administration and governing board(s) and across divisions as required to achieve quality care for all patients;
  • Responsible for overseeing management and staff within division in carrying out day to day activities, as well as supporting grants, legal, fiscal, and regulatory requirements;
  • Responsible for effective and efficient delivery of quality care consistent with organization’s mission and vision and with the requirements of all grantors and regulating authorities/legal;
  • May operate in the role of PI/PD for grants, as assigned by the CEO and provides oversight for agency grants and contracts and as such would be responsible to officials for the proper conduct of project, program, or activity for all grants, as applicable;
  • Responsible for oversight, participation, and assurance of all related quality assurance, quality management, and in collaboration with other EVPs, performance improvement initiatives within and across divisions.

Clinical

  • Supervise other health professionals
  • Maintain a balanced clinical practice that adheres to all agency and government policies, rules and regulations.

Managerial/Administrative

  • Oversees clinicians including medical, dental, behavioral health and pharmacy.
  • Provide skilled management and strategic leadership functions for the organization that results in effective planning, monitoring of the quality of patient care, resource utilization across all departments and service line development.
  • Develop, implement, and monitor clinical policies and procedures, supervising the clinical staff in their duties; and ensure continuous quality improvement and compliance throughout organization.
  • Responsible for the development, implementation, and oversight of infection control activities.
  • Either directly or through delegates, responsible for the management, supervision and evaluation of all medical/provider personnel within the health center.
  • Ensure that providers deliver high quality care and service within the standard of care for given discipline.
  • Develop and monitor performance and quality matrix to ensure the performance standards are met. Coach and counsel staff to ensure continuous performance improvement.
  • Provide oversight for the recruitment, retention, and training of all provider personnel.
  • Ensure staff compliance with the Federal Health Center Program, Section 330 of the Public Health Service Act, regulations and requirements (“Section 330”).
  • Provide oversight and management of quality and risk management program ensuring compliance with state, federal regulations and regulatory guidelines.
  • Provide ongoing reports to the Health Center Leadership Team and Board of Directors on a regular basis.
  • Facilitate continuous communication among partners within the agency.
  • Assist in the development of grant proposals for Avenue 360 Health and Wellness.
  • Periodically review grant deliverables to ensure that activities tasked to clinical staff are being achieved.
  • Review or facilitate the collection of clinical data required for grant reporting as requested.
  • Participate in the preparation of grant reports.
  • Professionally represent the Health Center within the community and press.
  • Participates as a member of the Senior Management Team and in this capacity develops policies and procedures.
  • Lead or support clinical quality initiatives such as patient centered medical home (PCMH) designation, value- based care, Quadruple Aim, Joint Commission accreditation.
  • Supervises peer review process and annual provider performance reviews.
  • Responsible for ensuring adequate provider coverage at all clinical sites as well as after-hours telephone coverage.
  • Perform other related duties and participate in special projects as assigned.

Research and Innovation

  • Review, approve, and monitor requests for provider involvement in research activities to ensure continuous compliance with the most recent standards, adherence to approved guidelines for patient protection, provider project allocation time, acknowledgement and compensation to the Avenue 360.
  • Guide Health Center providers in reviewing, evaluating and where appropriate implementing evidence-based models of practice.
  • Drive research and practice informed clinical innovation strategies to advance Avenue 360’s mission.
  • Assist in the development of a community needs assessment in order to develop programs to address health and social needs within the unique communities served by the Health Center.
  • Facilitate professional development and mentoring opportunities for providers and other team members.
  • Helps develop continuing education programs for clinical staff and ensures clinical competency for clinical staff.

Education, Experience, Licensure/Certification and Skills/Abilities Related Requirements:

  • MD or DO degree from an accredited medical college required.
  • Board certified in required specialty; Texas license to practice medicine or Texas license eligible.
  • Experience in Federally Qualified Health Center (FQHC) preferred.
  • At least five years clinical experience and three years management experience.
  • Master of Public Health and/or MBA preferred.

Continuing Education and Training Requirements: Participates in trainings required by the funding source and/or as required by licensure.
