REPORTS TO: President SUPERVISES: Program Managers, Project Managers AUTHORITIES / RESPONSIBILITIES: Establish and execute the 3, 5 and 10 year Submarine strategy Accountable for the overall profit, loss and Programmatic performance of execution of all Submarine work scope through the entire value chain Manage the development of all Submarine bid/proposals as the Sponsoring VP Principle point of contact with the customer, including management of the overall customer relationship, development of executive briefs, meeting leadership and tours Prepare and deliver data in support of Board reports Prepare and deliver internal and external program review reports and presentations Accountable for the Program Estimate at Completion (EACs) development, reporting and management of appropriate corrective actions as required Responsible for communicating program status, progress and issues across management team on a regular basis Review and approval of external press releases related to SIB scope Validate all final cost and schedule proposals submitted for all SIB work proposals, including ensuring that proposals are compliant and submitted timely Accountable for profit and loss decisions as they relate to changes ensuring program revenue and profit is maximized in line with contract guidelines Review and approve all change decisions. Maintain visibility and input into both internal and external changes, ensuring decisions made are aligned with the profitability and schedule performance of the project Provide guidance and direction to Program Managers enabling successful and efficient completion of the projects with focus on milestone achievement, and cost and schedule performance Responsible for contract administration, specifications, drawings, and regulatory requirements issues as they apply to ship construction Manage and report on key Program Milestones Responsible for management and control of payments Manage relationships with regulatory bodies and resolve regulatory issues Work in conjunction with Workforce Development and Training, responsible for ensuring a trained and available workforce to execute per program requirements Execute all contract requirements, including CDRLs, to ensure required deliverables are submitted accurate, completely, and timely Support the Estimating Business System initiative in response to RFP or RFQ requirements to ensure adequate supervision and sound proposals, to protect from duplication and omissions, in accordance with DFARs Cost Estimating System Requirements QUALIFICATIONS / KNOWLEDGE / EXPERIENCE: 4 years’ degree relating to engineering technologies preferred 15 years’ of related experience and training Knowledge of SUBSAFE requirements preferred Proven record of military marine program management Sound knowledge of the military marine construction industry Proven track record with experience in the marine industry in engineering / construction / operation Proven ability to set tasks for self and others Ability to listen to staff and customers and act appropriately Excellent communication skills Ability to read, analyze, and interpret contracts, contract specifications, and major equipment specifications Ability to check own work ADDITIONAL GUIDELINES: The ability to obtain and maintain a DoD clearance is required Candidates must meet the following employment eligibility guidelines to be considered for employment with Austal USA: 18 years of age or older at time of application Able to provide proof of US Person Status No felony convictions of Theft/Deception or Violent crimes within seven years from disposition date No felony convictions of Drug crimes within three years from disposition date Willing to submit to a drug screen Willing to submit to a background check TOOLS: None DIRECTION EXERCISED: Full discretionary authority to assign work DISCRETION EXERCISED: Full discretionary authority to correct and discipline, approve pay increases, transfers, promotions, discharges, and mitigate grievances.
