Attorney General Office is Hiring a Collection and Civil Prosecution Specialist 1 Near West Haverstraw, NY

Permanent appointment: Reachable on the Collection and Civil Prosecution Specialist 1 eligible list OR eligible to transfer.
Provisional appointment:
Either 1. an associate’s or higher degree in legal assistant/paralegal studies or law from a regionally accredited college or university accredited by the Accrediting Council for Independent Colleges and Schools (ACICS) or one cited by the American Bar Association (ABA) as following acceptable practices;
Or 2. completion of a legal assistant/paralegal studies non-degree certificate program where the certificate was issued by a regionally accredited or ACICS accredited college or university or one cited by the American Bar Association as following acceptable practices;
Or 3. two years of full-time experience in the collection of debts. Examples of acceptable experience includes but are not limited to: experience with substantial responsibility for communicating with debtors by telephone and in writing to collect debts; communicating with clients by telephone and in writing; locating debtors through skip tracing or other means; calculating debts which may include various interest amounts, service and/or penalty charges; adjusting accounts where necessary; and negotiating debt payment schedules;
Or 4.two years of full-time experience as a Legal Assistant.
Non-Competitive promotion:
If the number of interested candidates is three or fewer, a competitive examination will not be held and the agency, at its discretion, may nominate a qualified employee for non-competitive promotion under Section 52.7 of the Civil Service Law. Permanent appointments may be made by applicants who meet the position’s minimum qualifications if all requirements of a non-competitive promotion are met. To be eligible for a non-competitive promotion, individuals must be an employee of the Office of the Attorney General and have at least one year of permanent competitive or 55b/c service as a Legal Assistant 1 (Spanish Language), Legal Assistant 1, or Office Assistant 3.

Duties Description
  • Analyze NYS Veterans’ Homes accounts for both write off and collection. Responsible for performing the following tasks in an efficient and accurate manner:
o Keep current with Medicaid and Medicare requirements for reimbursement for nursing home care.
o Communicate with debtors and their representatives by telephone and in writing and maintain accurate records of said communications.
o Meet with supervisor to discuss collection strategies.
  • Initiate collection efforts by performing, as well as following up on, the following tasks in an appropriate, timely, organized and accurate manner:
o File claims against an estate.
o Determine the appropriate Public Administrator, refer and supply necessary information.
o Prepare demand letters, restraining notices, information subpoenas and judgments. Research available assets including conducting real property searches, requesting appraisals, and utilizing internet resources.
o Contact local Social Security Department and facilitate approval of Medicaid.
o Contact other sources of potential benefits of debtor including, but not limited to, Pension, Social Security and Federal Veteran benefits.
  • Account for all collections related to referred accounts and completes bills to submit. Prepare, on a monthly basis, detailed reports depicting collection efforts and collections on files in an accurate and timely manner.
  • Act as a liaison with nursing home staff regarding the status of files and securing relevant information and documentation in pursuit of collection activities.
  • Provide responsive and informed assistance to staff in the daily handling of cases and assist attorney as needed.
