Attorney General, Office of the is Hiring an Information Technology Specialist 3 Database (NY HELPS) Near Latham, NY

NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Non-Competitive Minimum Qualifications:
  • Five years of experience in database programming or administration. the database programming or administration experience must have involved direction or performance of activities related to managing and maintaining enterprise database environments as well as the data contained in the databases. The experience must have included responsibility for designing, implementing, and maintaining database systems.
  • Minimum Qualifications Substitution: A bachelor's in any field including or supplemented by 15 semester credit hours in programming languages and two years of experience in database programming or administration; or a bachelor's or higher-level degree in any field and three years of experience in database programming or administration; or an associate degree with 15 semester credit hours in programming languages and four years of experience in database programming or administration.
  • 1 year to 2 years’ experience with SharePoint Administration
  • 1 year to 2 years’ experience with Microsoft Office 365 (O365) eDiscovery Solution administration and end user support.
Current NYS Employee:
Reachable on the Civil Service Eligible List for Information Technology Specialist 3 Database, OR permanent or contingent-permanent status as an Information Technology Specialist 3 OR eligible for transfer.
Preferred Qualifications:
  • Compliance, eDiscovery or securities related experience is helpful.
  • Working experience with eDiscovery, Litigation Hold, and compliance processes.
  • Relevant Microsoft certifications (e.g., Microsoft 365 Certified: Enterprise Administrator Expert, Microsoft 365 Certified: Security Administrator Associate) preferred.
  • Experience with discovery processes involving Microsoft Office 365 and/or cloud-based platforms is a plus.
  • Understanding of O365 security and compliance features, performing tasks such as mailbox searches, legal hold, retention policies, and message trace using eDiscovery tools.
  • Ability to resolve multiple confidential, time-critical, and competing priorities and projects.
  • Superior attention to detail, problem solving capabilities and multitasking skills.
  • Effective communicator with the ability to provide status to key audiences in a concise, informative, and timely manner.
  • Experience with Compliance (minimum 3yrs) – eDiscovery.
  • Experience (minimum 3 yrs) with O365 Administration and troubleshooting.
  • Experience (minimum 2 yrs) with SharePoint/OneDrive Administration and troubleshooting.
  • Experience with SharePoint Development and Add-ins.
  • Experience with Forms development.
  • Experience (minimum 2 yrs) with Teams Administration and troubleshooting.
  • Experience (minimum 3 yrs) with administration of Microsoft Exchange 2016 or Exchange 2019.
  • Experience with Office 365, Exchange, SharePoint, PowerApps PowerShell scripts.
  • Experience with services such as DLP, Retention Policies, Email Encryption, and Threat Protection.
  • Experience with supporting Office 365 apps on mobile devices.
  • Experience configuring or synchronizing AAD connect.
  • Experience with configuring and troubleshooting Azure MFA.
  • Experience with Power Platform (Power Apps, Power Automate and Power BI).
  • Experience with ServiceNow modules including change control, incident management and requests.
  • Strong interpersonal and customer service skills, ability to work independently and cooperatively with various IT units.

The OAG is responsible for defending the State in litigation, engages in affirmative civil and criminal investigations and litigation, and serves as the chief guardian of the legal rights of the citizens of New York, its businesses, and its natural resources. The Office of the Attorney General (OAG) is seeking an Information Technology Specialist 3 Database to work within the O365 Support unit of the Information Technology Operations and Infrastructure section. The incumbent’s primary responsibilities are applying preservation for litigation holds, sending hold notifications, discovery processing of data for litigation holds, Email pulls and Freedom of Information requests. Working closely with the General Counsel office will contribute to NYS OAG eDiscovery processes, ensuring defensible and repeatable collection and preservation of electronically stored information (ESI) in M365 workloads (Exchange, OneDrive, Teams). Secondary responsibilities include managing and monitoring OAG’s O365/M365 services and infrastructure including cloud and hybrid environment.
Duties may include, but are not limited to, the following:
  • Process O365 compliance tasks – Litigation holds/preservations/FOILs/email pulls.
  • Manage eDiscovery cases, holds, searches within Microsoft Purview eDiscovery.
  • Preserve and Collect ESI within Microsoft Purview eDiscovery using repeatable and defensible procedures, insuring chain of custody throughout the evidence lifecycle.
  • Perform content searches and exports in response to email pulls and FOILs.
  • Consult counsel following new requests to tailor collections to their precise requirements.
  • Drafting and communicating litigation hold notices.
  • Collection and preservation of email PSTs.
  • Assist with responses for litigation and regulatory requests.
  • Manage and monitor OAG’s O365/M365 services and infrastructure including cloud and hybrid environment.
  • Manage the OAG Office 365 tenants and all associated products including, but not limited to, Exchange Online Protection, ExpressRoute, and Azure Multi Factor Authentication.
  • Administration/Management of Proofpoint on Demand email filtering subscription.
  • Administration/Management of on-premises Exchange 2016 hybrid environment and Azure AD connect.
  • Exchange administration tasks - creation of remote mailboxes, shared mailboxes, distribution lists, calendaring, mailbox access, contacts.
  • Manage users, groups, resources in on-premises Active Directory.
  • Provide O365, Exchange Online, SharePoint Online, OneDrive, Teams, Forms, and Intune Administration.
  • Troubleshoot and resolve issues with user email access and accounts.
  • Deliver support for full suite of applications within the Office 365 suite including Exchange Online OneDrive, Outlook, Teams, SharePoint, and Power Platform.
  • Other duties as assigned.
