We are seeking a Cobb PARKS Deputy Program Manager (PQM Specialist) to join our Duluth, GA team! Come join us!
Job responsibilities include but are not limited to:
Atlas Technical Consultants is looking for a self-assured, reliable, experienced deputy program manager to represent Cobb County PARKS (the Owner) in various commercial construction projects. The successful candidate will work directly with and report directly to the Program Manager and will assist in managing every aspect of the program. You should be able to work well within a team and with external vendors and all other County agencies, management and elected officials. The top candidate should have an analytical mind as well as good organizational, time management, problem solving and communication skills.
The position is located in the Cobb PARKS Administration Offices at 1792 County Services Parkway, Marietta GA 30008.
Work with the Program Manager to manage the program including projects, budgets, schedules, personnel assignments. Manage all resources to achieve a successful program.
Represent the owner in managing all aspects of construction projects from conceptual phase through close-out and warranty.
Build strong relationships with the owner, designers, contractors, vendors, permitting and inspection authorities, and consultants to enable the satisfactory resolution of any issues and completion of the project.
In coordination with Cobb County Procurement Services, prepare and process Invitations to Bid (ITBs), Requests for Proposals (RFPs), Requests for Qualifications (RFQs) and other bid documents for design consultants, contractors, vendors and the like.
Prepare for and conduct pre-bid, pre-construction, design and construction progress, and other meetings as necessary to properly manage the project.
Review project plans and specifications for accuracy and constructability during the design phase. This includes ensuring that the owner’s input and desires for the project are reflected in the documents.
Review and approve contractor and designer applications for payment.
Review and approve change order requests related to project design and construction.
Communicate with and provide information to the Owner, County officials, and the public, as needed.
Work with construction manager to ensure compliance with project plans and specifications.
Track and manage project and program budgets and timelines. Work with the contractor and construction manager to ensure that all construction activities align with the established timeline and budget.
Plan ahead to prevent problems and resolve any emerging ones.
Determine scope, obtain written quotes, and coordinate smaller jobs.
Minimum Requirements
Proven working experience in commercial construction project management.
Working knowledge of/experience with parks' operations and municipal procurement practices.
Advanced knowledge of construction management processes.
Ability to plan and see the “big picture.”
Competent in conflict and crisis management.
Leadership and human resources management skills.
Excellent communication skills – both written and verbal.
Bachelor’s degree in construction management, architecture, engineering or related field and/or equivalent working experience of a minimum of five years.
Proficient in Microsoft Office and Excel.
