Manatee County Government is Hiring an Inspections Officer/Plans Examiner - Building Near Bradenton, FL

Location:

Hours:
Monday - Friday / 7am - 4pm
Performs highly skilled technical work in securing and maintaining compliance with all applicable building codes and regulations governing building construction, alterations, and repairs. Examines plans, blueprints, diagrams, surveys, and similar documentation. Inspects commercial, industrial, and other job sites. Independently interprets and impartially applies pertinent codes and regulations acting as a code enforcement officer. Regularly interacts with property owners, contractors, and the general public, always providing a high level of customer service.
Working Conditions
Indoor office and outdoor field environment. Work requires time outdoors for extended periods in a variety of weather conditions. High noise and high stress environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone and up to 100 lbs. with assistance. Regularly required to drive county vehicles as part of the duties of the job. Able to bend, stoop, crawl, and reach. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds.
Essential Functions
These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.
Analyzes and interprets complex plans and specifications submitted for building, mechanical, electrical, and plumbing permits to evaluate compliance with applicable code requirements and State regulations. Approves and signs plans that meet required specifications.
Inspects building construction to ensure compliance with codes and approved building permits. Detects and locates defective workmanship and materials. Takes appropriate and effective corrective measures based on stage of construction.
Measures dimensions and verifies level, alignment, and elevation of structures and fixtures to ensure compliance with building plans and codes.
Renders final approval of appropriate permits upon completion of construction.
Protects and improves the health, safety, welfare, and qualify of life of Manatee County by independently investigating and documenting alleged code violations for which the division has enforcement responsibilities acting as a code enforcement officer.
Investigates complaints and/or unauthorized building construction. Recommends approved construction methods, practices, and materials to contractors and property owners.
Prepares and issues notices of violation and warnings. Posts stop work orders as required. Attends hearings and appears in court, as required, acting as a code enforcement officer.
Enforces all aspects of County Ordinances including complaint investigations, posting determinations, research, and course of action pertaining to unsafe structures.
Confers with and advises contractors, property owners, architects, engineers, and the general public regarding interpretation and application of building codes, and other applicable laws and regulations.
Prepares and maintains necessary records and reports. Drafts business letters to contractors, architects, engineers, and manufacturers as needed.
Performs other related work (including weather or other extreme emergency duties) as required.
High school diploma or equivalent.
Standard License in one discipline (Building, Mechanical, Plumbing, Electrical) issued by the Florida Building Code Administrators and Inspectors Board (BCAIB) as an Inspector or Plans Examiner required.
In lieu of licensure, four (4) or more years of verifiable experience as, or under the supervision of, a registered or state-certified general, building, or residential contractor is required. Licensure in individual contractor trades may be considered.
Valid driver license with valid Florida driver license within 30 days of hire.
Provisional Licensure from BCAIB as an Inspector or Plans Examiner required within the first 120 days of employment. Standard Licensure(s) required within one year of board approval of Provisional License.
Qualifications For Certifications:
Demonstrates four (4) years combined experience in the field of construction or a related field, building code inspection, or plans review corresponding to the certification category sought.
Demonstrates a combination of postsecondary education in the field of construction, building experience which totals three (3) years, with at least one (1) year of such total being experience in construction, building code inspection, or plans review. 468.609(2)(c)2, F.S.
Demonstrates a combination of technical education in the field of construction or a related field and experience which totals three (3) years, with at least one (1) year of such total being experience in construction, building code inspection, or plans review. 468.609(2)(c)3, F.S
Currently holds a standard certificate issued by the board or a fire safety inspector license issued pursuant to Chapter 633, F.S., with a minimum of three (3) years of verifiable experience in fire safety inspection or fire safety plan review, and satisfactorily completes a building code inspector or plans examiner cross-training program that provides at least 100 hours but not more than two hundred (200) hours of cross training in the certification category sought. 468.609(2)(c)4, F.S. [cross-training program.
Demonstrates a combination of the completion of an approved training program of at least two hundred (200) hours but not more than three hundred (300) hours of cross training in the field of building code inspection or plan review and a minimum of two (2) years experience in the field of building code inspection, plan review, fire code inspection and fire plans review of new buildings as a fire safety inspector certified under Section 633.081(2), F.S., or construction. 468.609(2)(c)5, F.S. Currently holds a standard certificate issued by the board or a fire safety inspector license issued pursuant to Chapter 633, F.S., has at least four (4) years of verifiable full-time experience as an inspector or plans examiner in a standard certification category currently held or has a minimum of four (4) years verifiable full-time experience as a fire safety inspector licensed pursuant to Chapter 633, F.S., and has completed a building code inspector or plans examiner classroom training course or program that provides at least two hundred (200) but not more than three hundred (300) hours in the certification category sought, except for residential training programs which must provide at least five hundred (500) hours, but not more than eight hundred (800) hours of training as prescribed by the board. 468.609(2)(c)6, F.S. Currently hold an equivalent certification issued by another state or territory of the United States with a minimum of 10 years of experience and have passed an examination administrated by the International Code Council and seeking a standard license by endorsement. Knowledge, Skills and Abilities:
Able to prioritize tasks, deal effectively with competing and changing priorities, and meet deadlines. Accurate, detail-oriented, and organized. Able to resolve situations and problems that require analysis and interpretation.
Good knowledge and understanding of construction design methods, techniques, and materials.
Good knowledge and understanding of the permitting process, including intake, review, and issuance of building permits.
Good knowledge and understanding of regulatory compliance necessary to successfully perform job duties, including state and local codes, laws, and regulations governing building construction and associated work.
Good knowledge and understanding of computer applications and software programs required to perform job duties.
Good written and verbal communication skills and interpersonal skills to be able to interact professionally and effectively with staff, property owners, contractors, the general public, and other stakeholders. Able to communicate information that requires explanation or interpretation. Able to use tact and diplomacy in situations that may involve angry or frustrated citizens.
Works under moderate supervision.
