Location: Bethesda, Maryland

Clearance Required: Must be a U.S. Citizen and possess a current and active TS/SCI clearance granted by the Department of Defense or an Intelligence Community agency. Must be able to pass a Counterintelligence (CI) Polygraph.

We are seeking a highly motivated Finance and Acquisition Support Specialist to join our team. The Finance and Acquisition Support Specialist will assist the Government in organizing and tracking technical investment plans related to software and hardware requirements to ensure execution of the current year spend plan to meet functional goals and fiscal timelines.

Responsibilities include, but are not limited to:

• Generating technical details including market analysis, purchase justifications, material lifecycle plans, bills of material, cost estimates, as well as product and service oriented draft statements of work.
• Performing cost-benefit and market analysis to determine if requirements details meet DOD requisition policy for use of Commercial-Off-The-Shelf (COTS) or acquiring COTS software and recommend the most efficient acquisition approach.
• Coordinating and supporting development of customer needs statements, Requests for Information (RFIs) and Requests for Quotes (RFQs).
• Coordinating activities within the Government procurement process to create purchase orders and support receipt of goods/services used to support IT-related services.
• Identifying opportunities for lower pricing and providing cost benefit analysis for procurement requests to meet Government requirements.
• Coordinating with the subject matter expert assigned to the organization to ensure that all supporting documentation that must be prepared for an acquisition is completed and accurate before a purchase request is initiated; generating the associated purchase request; assembling the required and coordinated supporting documentation for inclusion with the purchase request.
• Updating/maintaining the NMEC Acquisition Portfolio SharePoint site to include:
  • Software: Maintaining an inventory of software titles in use with relevant details to ensure proper provisioning of licenses. The inventory shall include software license cost and lifecycle information.
  • Hardware: New purchases and yearly maintenance requirements.
  • Cloud: Costs per functional area requirements.
• Providing advisory information related to cost implications, penalties, and charges for changes to software leases and licenses.
• Tracking and reporting software lease and license renewal and end-of-life dates and provide notifications of these to appropriate personnel on a timely basis along with recommendations based on research and analysis.
• Supporting the Government to identify service issues and compliance with contracted services.

Required Qualifications:

• Experience in Government contracting/acquisitions, including:
  • Enterprise IT software, hardware, and services procurements, documenting IT requirements, developing purchase justifications and material life cycle plans.
  • Good working knowledge of FAR requirements and application to government contracting
  • Analyzing and reviewing contract proposals and preparing technical reports.

Desired Qualifications:

• Experience working with requirements owners to elicit software and hardware requirements
• Experience conducting market research and preparing market research reports
• Experience in contracting to determine contracting approach (brand name, sole source, GSA schedules, etc)
• Understanding of FAR requirements in contracting

• Requires a bachelor's degree and at least eight (8) years of relevant technical experience.

Salary Compensation Range: $115,000 - $155,000 annually
