Job Details

Job Purpose:

The Department's OIT is seeking the services of experienced Technical Writer. The Candidates will be required to successfully complete tasks in relation to the Scope of Work.

Typically has three (3) years of business or technical writing experience and working knowledge of multiple software and graphic packages.

Primary Job Duties/Tasks:

Duties and Responsibilities will include but are not limited to:

Responsible for the creation and maintenance of IT documentation.

Translate technical or complicated information into clear, concise documents for various audiences.

Work with the Development Quality Assurance and Technical Support teams to produce technical publications, including instructional materials, technical manuals, and product documentation for use by both IT and the business community.

Review, critique, and edit documentation, including design documents, programmer notes, and system overviews.

Interview subject matter experts and technical staff to collect information, prepare written text, and coordinate layout and material organization.

Research information such as drawings, design reports, equipment, and test specifications to fill any gaps.

Lead or assist in business requirement gathering sessions (Joint Application Development).

Work closely with customers, stakeholders, and IT software developers to document business requirements.

Develop As-Is, To-Be, and other required business analysis documentation.

Develop and lead the implementation of business process improvement recommendations.

Maintain all project artifacts in accordance with Program Management Office (PMO) standards and other documentation as needed to ensure compliance with Chapter 60GG-1, Florida Administrative Code (F.A.C.).

Responsible for the maintenance of the internal documentation library, providing or coordinating special documentation services, and the oversight of special projects.

Serve as a liaison with users.

Follow a standard set of practices that ensure the integrity and quality of project artifacts.

Manage expectations of diverse stakeholders and provide regular briefings to executives.

Work independently as part of a larger cross-functional team.

Help with project coordination, support, and documentation.

About the Candidate:

Qualifications

A bachelor's degree from an accredited college or university in Computer Science, Information Systems,Technical Writing, Business Administration, or related field or three (3) years of equivalent work experience is required. Relevant experience may be substituted for education on a year-for-year basis when applicable.

Required Experience

1. Three (3) or more years of business or technical writing experience and a working knowledge of

multiple software and graphics packages.

2. Certification in Business Analysis from a recognized professional body, such as the International

Institute of Business Analysis (IIBA) or the Project Management Institute (PMI).

3. Five (5) or more years of experience working as an IT Business Analyst using both Agile and

Waterfall methodologies.

4. Demonstrated experience with business and technical requirements analysis, business process modeling or mapping, and methodology development.

5. Ability to document user stories and write business IT system requirements.

6. Experience coordinating business users, technical staff, and architects to analyze and define future operation needs based on use case and analysis of alternatives.

7. In-depth knowledge of business process design and re-engineering.

8. Ability to coordinate project teams and effectively meet overall objectives.

9. Experience communicating and working within cross-departmental teams, demonstrating strong

collaborative skills.

10. Excellent computer skills, including Microsoft Word, Visio, PowerPoint, and Excel.

11. Experience preparing status reports and providing management briefings.

12. Ability to provide excellent leadership and negotiation skills.

13. Strong organizational, project management, writing, and editing skills.

14. Experience with meeting facilitation and documentation.

Preferred Qualifications

The submitted candidate must be able to apply common knowledge, skills, and abilities in the following areas:

1. Proficiency in business intelligence tools (e.g., Power BI, Tableau), data analysis software (e.g., Structured Query Language, Python, R, Statistical Analysis System), project management software

(e.g., MS Projects, JIRA Software, Trello), and databases and Enterprise Resource Planning (ERP)

Systems.

2. Certifications such as the Certified Business Analysis Professional (CBAP) or the PMI Professional in Business Analysis (PMI-PBA);

3. Familiarity with software development lifecycle (SDLC) methodologies, such as Agile, Scrum, or

Waterfall.

4. Experience working on state or federal government projects.

5. Experience working with technical programming teams.

6. Ability to demonstrate a take-charge, can-do attitude with the initiative to solve complex problems.

7. Strong communication skills to effectively communicate with diverse stakeholders.

8. Knowledge of IT standards and security in a criminal justice environment.

9. Positive team player with a high-energy level and diligent work ethic.

10. Ability to meet or exceed deadlines, thrive in a fast-paced environment, and organize and prioritize activities.
