Army National Guard Units is Hiring an Intelligence Operations Specialist (Title 32) (Permanent) Near Richmond, VA

Qualifications:

WHO CAN APPLY:
GROUP I - All qualified Male/Female Commissioned Officers (O2/1LT - O4/MAJ) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Commissioned Officers (O2/1LT - O4/MAJ), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.
GROUP III - Individuals eligible for membership in the Virginia Army National Guard.

Military Grades: Commissioned Officer (O2/1LT-O4/MAJ)

GENERAL EXPERIENCE: Applicant must have experience providing leadership and administrative control over the J-2 functions of the state and serving as the principal staff officer and primary advisor to the Adjutant General, the Joint Chief of Staff, and Joint Force Headquarters (JFHQ) Commander, for intelligence related matters to include, but not limited to joint intelligence policy and programs, current intelligence and foreign threat information, situational awareness, intelligence oversight, as well as security related matters including personnel security, information security, and policy and oversight authority for communications security and physical security of arms, ammunition, and explosives.

SPECIALIZED EXPERIENCE: Applicant must have at least 36 months of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:

1. Experience serving as principal advisor to the Adjutant General concerning all intelligence, OPSEC, and Anti-Terrorism/Force Protection (AT/FP) related matters and is required to provide classified briefings to the State Govenor as directed by various threat situations.
2. Experience planning, directing, and evaluating all joint state intelligence programs and activities.
3. Experience establishing, reviewing, and revising policies, procedures, standards, and mission objectives associated to intelligence related programs to eliminate barriers to mission accomplishment.
4. Experience planning and scheduling work in a manner that promotes a smooth flow and even distribution, sets and adjusts short-term priorities, and prepares schedules.

Responsibilities:

As an Intelligence Operations Specialist (Title 32), GS-0132-12, you will perform the below duties:

(1) Serves as principal advisor to the Adjutant General concerning all intelligence, OPSEC, and Anti-Terrorism/Force Protection (AT/FP) related matters and is required to provide classified briefings to the State Governor as dictated by various threat situations.
(2) Plans, directs, and evaluates all joint state intelligence programs and activities. Determines requirements for information, sets priorities, and initiates research projects. Initiates and organizes administrative procedures for intelligence collection, production, and dissemination within the area of responsibility. Utilizes the National Guard Joint Operations Center (JOC) Request for Information System as well as other established procedures for communicating both requests for information and dissemination of developed intelligence to other organizations where no formal system exists.
(3) Establishes, reviews, and revises policies, procedures, standards, and mission objectives associated to intelligence related programs to eliminate barriers to mission accomplishment. Implements quality improvement procedures and programs while ensuring the objectives meet regulatory compliance and fulfills the needs of the various state military organizations and organizations the State's National Guard supports.
(4) Develops through coordination with other staff directorates, higher headquarters and state/local officials, the commander's critical information requirements based on assessments of local, national and international developments, and any new phenomena.
(5) Evaluates overall operational effectiveness and adequacy of the State's National Guard intelligence units and sections in terms of their assigned missions.
(6) Provides consultation and guidance on broad questions concerning intelligence procedures and programs to state military division commanders, directorates, military organizations, and subordinate staff to include direction and guidance regarding scope of intelligence problems, pertinent mission related issues, possible threats, and possible lines of attack, while providing guidance on available references and precedents, mission essential objectives, and security considerations.
(7) Serves as the channel of communication for the Adjutant General to U.S. Northern Command (NORTHCOM). Drafts, staffs, and coordinates the intelligence portions of the base plan as well as annex B (Intelligence) and M (Geospatial Information and Services) of the state plan to support US Northern Command's concept and functional plans including Homeland Defense, Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE), Defense Support of Civil Authorities, and Disaster Relief.
(8) Represents and defends the interests of the State's National Guard at various city, county, state, federal, and national-level conferences and work groups such as with the Department of Homeland Security.
(9) Serves as program manager for interagency coordination between State/Local Law Enforcement Agencies (LEA) and State/Local Emergency Responders. Establishes, develops, and maintains an effective working relationship with all organizations serviced and supported. Meets with key coordinating officials to assess customer satisfaction, explain organizational policy and procedures, and resolve significant challenges that may arise.(10) Performs the duties of the J-2 for the State Joint Task Force during national or state emergencies, (Terrorist Act, Invasion, etc.) requiring the implementation of the Homeland Defense Concept Plan at the direction of the Adjutant General (TAG) or designated Joint Task Force - State Commander.
(11) Serves as the JFHQ-ST Command Security Manager responsible for administrating and establishing policies and procedures for maintaining an effective Security Program encompassing the areas of Personnel Security, Information Security, and Physical Security of Arms, Ammunition, and Explosives.
(12) Prepares the annual budget for all state intelligence functions, including full-time and traditional personnel training, equipment purchases, etc. Forecasts the equipment and personnel resources necessary for future intelligence missions and incorporates this information into the long-term budgeting process.
(13) Organizes and supervises the JFHQ-ST J2, Intelligence and Security Office in order to meet the requirement for continuous (24/7/365) operations of the Joint Force Headquarters. Plans and schedules work in a manner that promotes a smooth flow and even distribution, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.(14) Performs other duties as assigned.
