Arlington County is Hiring a SENIOR LABOR RELATIONS MANAGER Near Arlington, VA

Arlington County’s award-winning Human Resources Department (HRD) is seeking a dynamic and motivated Senior Labor Relations Manager to provide critical human resource support to the County’s new collective bargaining and labor relations efforts. This position will be responsible for analyzing compensation and budget scenarios as they prepare, enter and conduct contract negotiations with unions. Additionally, this position will also assist County leadership on a wide range of administrative proceedings to resolve conflicts and complaints for unionized employees.
 
Specific Duties include:
 
  • Developing economic package options for consideration, including multi-year cost projections;
  • Writing and reviewing counter offers and fiscal impact statements;
  • Participating in meetings with the Chief Labor Negotiator, department and HR representatives, and union representatives to address both formal and informal resolutions of complaints;
  • Providing guidance to departments regarding compliance of negotiated contract terms and labor regulations;
  • Managing the implementation of key negotiated terms, particularly as they relate to pay; and
  • Providing compensation and benefits benchmarking as needed.
 
The ideal candidate for this role will be able to build productive relationships with a variety of stakeholders, have strong analytical and problem-solving skills, and possess economic package analysis experience as well as a broad knowledge of total compensation principles.Minimum: 
  • Bachelor's degree Human Resources, Employment and Labor Law, Public or Business Administration, or related field; and
  • Significant and progressively responsible professional experience in the navigation of employee relations, labor relations, collective bargaining, compensation, fiscal analysis, and/or Human Resource Management.
 
Substitution: Additional, directly related qualifying experience may substitute for the education requirement on a year-for-year basis.
Desirable: Preference may be given to candidates with one or more of the following:
 
  • Master’s Degree in Human Resources, Employment and Labor Law, Public or Business Administration, or related field;
  • Experience serving as a Labor Relations Specialist or similar role within a Local, State, Federal, or other government relations environment;
  • Experience providing compensation analysis, benchmarking, and budget formation, including the development of multi-year cost projections; and/or
  • Experience navigating contract negotiations with Unions.

Background Check: A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

Be sure to detail your experience serving as a Labor Relations Specialist or a similar role within a Local, State, Federal or Public/Private environment, your employee relations experience in an environment with a formalized dispute resolution and/or grievance process, as well as your experience providing compensation analysis, benchmarking, and budget information, including the development of multi-year cost projections. A cover letter may also be typed in the Supplemental Questionnaire section of the application.

The pay ranges listed above are effective June 30, 2024. 

Work Hours: Monday through Friday between 8:00 a.m. to 5:00 p.m. with telework opportunities upon prior approval of the supervisor.
