Arlington County is Hiring a PUBLIC HEALTH NURSE SUPERVISOR - CRISIS INTERVENTION CENTER (CIC) Near Arlington, VA

This position includes a $1500.00 gross Signing Bonus at hire and $1500.00 gross at the completion of the probationary period.
Arlington County's Department of Human Services (DHS) is hiring an experienced Public Health Nurse Supervisor who is a professional Registered Nurse (RN), passionate about improving the lives of the residents by providing services to the Client Services Entry (CSE) Bureau of the Behavioral Healthcare Division (BHD). The Public Health Nurse Supervisor for Crisis Intervention Center (CIC) /Emergency Services (ES) will work independently and as part of a cooperative team, collaborating with doctors, nurses, police, and sheriff's deputies. The employee will supervise a team of two psychiatric nurses in the CIC. The nursing team’s focus will be on providing medical services to clients experiencing a crisis or a psychiatric emergency in the office and the community or as a part of a mobile response team. The nursing team will support the Emergency Services team to prevent unnecessary hospitalizations and lengthy emergency department visits from de-escalating and preventing future crises.
The CIC/ES are mandated for individuals experiencing an acute psychiatric/psychological and/or substance use crisis. The employees working in the CIC provide comprehensive crisis intervention and stabilization to a person with serious mental illness, dual diagnoses, and acute psychiatric and substance abuse-related issues to prevent unnecessary hospitalizations and lengthy emergency department stays, to de-escalate and prevent future crises. Services are trauma-informed, culturally competent, strengths-based, needs-driven, responsive, adaptive, and respectful. ES provides services 24 hours a day, 7 days a week across the lifespan.

Specific duties include:
 
  • Coordinating clinical care and administrative operations across the CIC team;
  • Consulting and partnering with first responders to support appropriate CIC referrals;
  • Working with the CSE leadership team to ensure that quality health services are provided to clients in the CIC and assisting with the development of protocols to be utilized within the CIC;
  • Managing and contributing to various program efforts, including recommending program and policy changes to improve the delivery of health services, measuring results and performance, as well as contributing input on potential programs;
  • Ensuring staff compliance by maintaining up-to-date staff licenses and certifications, completing mandatory trainings, and attending required meetings;
  • Overseeing monitoring, medication administration, and medical services provided to clients while in the Crisis Intervention Center and admission to Office-Based Crisis Stabilization services;
  • Conducting point of care testing including vital signs, urine drug screens, and breathalyzer tests;
  • Facilitating psychiatric and medical treatment with on-call medical providers; 
  • Serving as a resource in crisis management for DHS and community agencies; and
  • Conducting Preadmission Screenings for the purposes of admission and placement.
The ideal candidate for this role will possess assessment skills, critical thinking, a working knowledge of comorbidity in the chronically mentally ill and dual-diagnosed population, have proven success working both independently and as part of a team, and outstanding communication skills to work under extreme stress with behaviorally dysregulated clients as well as their families members.

  • Bachelor's degree in Nursing; plus 
  • Significant and progressively responsible experience as a Registered Nurse that included program administration or coordination experience.
Licenses/Certifications: Must be licensed or eligible for license by endorsement to practice professional nursing as a Registered Nurse in Virginia. The Board of Nursing may issue a license by endorsement to an applicant who has been licensed as a professional nurse by another state, the District of Columbia, or a United States possession or territory. 
 
Substitution: Additional directly related qualifying experience may substitute for the education requirement on a year-for-year basis.
 
Desirable: Preference may be given to candidates who possess experience or education of one or more of the following:
  • Providing community or inpatient psychiatric care;
  • Working with chronic medical conditions in the mental health/substance abuse populations; and/or
  • Master’s Degree in Nursing, Public Health or Administration, or a related field.
Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must have the ability and willingness to use alternative transportation methods to perform assigned duties and responsibilities at locations other than other locations than the primary worksite. The applicant must authorize Arlington County to obtain, or the applicant must provide, a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
 
A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
 
Must complete pre-hire federal background check and State of Virginia Central Registry check.
The worker is exposed to infectious diseases.
Physical Requirements:
  • Light Work: Exerting up to 20 pounds of force occasionally and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of force greater than that for Sedentary Work and the worker sits most of the time, the job is rated for light work.
Employment restrictions:To ensure that dual relationships are avoided and that employees who are also clients do not relate to their service provider as co-professionals, employees will not be hired by the County to provide or support services to the team or program in which they are current clients:
  • You cannot concurrently receive behavioral health services from Arlington County Community Service Board (CSB) programs while employed in an Arlington County CSB program (exception Crisis Intervention services).
  • At least 24 months must have passed between receipt of CSB services from Arlington County and employment in an Arlington County CSB program.
Work Hours: Work hours are assigned as needed to provide coverage 24 hours a day, 7 days a week. Some evening, holiday and weekend work is required.

This position is part of an alternative pay program that includes career paths and pay-for-performance elements. Starting pay within the band is based on a review of qualifications and experience. Pay potential will be based on performance and development.
