Arlington County is Hiring a Physician Supervisor (Medical Director) Near Arlington, VA

Arlington County is seeking a highly experienced Medical Director with strong leadership qualities to oversee psychiatric services within a progressive, recovery-oriented, community-based service system in the Department of Human Services (DHS). 
The Medical Director is responsible for providing clinical and administrative leadership for all psychiatric services provided by contract and County staff prescribers (Psychiatrists and Nurse Practitioners), a Nursing Team, including a lead nurse, and an Administrative Assistant, providing psychiatric services to more than 5,000 clients annually. Additionally the Medical Director provides some direct clinical services in a program that reaches client populations of all ages, representing multiple cultural, ethnic and language groups. Clinical intervention with these client populations requires a significant degree of ongoing collaboration and interface with systems/providers within DHS as well as in the community.
 
This employee reports to the Behavioral Healthcare (BHC) Division Director, assisting in the design and implementation of a progressive service system which meets the needs of persons with serious mental illnesses and/or substance use disorders and/or intellectual and developmental disability disorders.
 
This Director serves as the clinical lead for the agency providing oversight to clinic operations and overall leadership and administration of psychiatric services, to include:
  • Recruiting, hiring and scheduling prescribers and medical staff;
  • Developing and implementing clinical protocols, standards of practice, and policies and procedures;
  • Conducting utilization review to assess and evaluate service delivery and staffing needs;
  • Facilitating effective relationships with community partners;
  • Leading Department initiatives on outcome measurement and integration to include meeting State Performance Contract goals;
  • Negotiating and monitoring medical staff contracts;
  • Integrating racial equity awareness and training into supervision and program administration;
  • Preparing medical staff annual performance evaluations;
  • Ensuring staff training and credentialing to maintain a clinically and regulatory compliant and competent medical staff;
  • Overseeing and managing an approximately $ 4.8 million budget for psychiatric services to include developing, approving, and aligning budget and expenditures to the strategic plan and organizational goals; and
  • Ensuring that coverage and back-up is provided.

The ideal candidate will have demonstrated experience practicing as a collaborative, risk-tolerant, harm-reduction oriented, flexible member of an inter-disciplinary team. Minimum: 
  • Completion of the requirements for graduation with an M.D. from an accredited college or university which included completion of an internship and an approved residency program
  • Three years' experience in the management or administration of a clinical practice of medicine.
Licenses/Certifications: Must possess and maintain a Virginia state medical license
 
Desired Qualifications: Preference may be given to applicants with one or more of the following:
  • Certification by the American Board of Psychiatry and Neurology. 
  • Experience working as a lead psychiatrist in a public mental health continuum-of-care organization;
  • Experience in the application of quality assurance and utilization management principles;
  • Experience operating within an interdisciplinary team model; 
  • Understanding of best and evidence-based practices in psychiatry and substance use disorder treatment including Office Based Opioid Treatment (OBOT); Medication Assisted Treatment (MAT); Assertive Community Treatment (ACT); First Episode Psychosis Treatment (FEP) and approaches for other specialty populations; 
  • Familiarity with use of an Electronic Health Records, E-prescribe systems, and other professional digital technologies to facilitate efficient practice, billing, and reporting; and
  • Bi-lingual Spanish-English.

Employment restrictions: To ensure that dual relationships are avoided and that employees who are also clients do not relate to their service provider as co-professionals, employees will not be hired by the County to provide or support services to the team or program in which they are current clients:
  • You cannot concurrently receive behavioral health services from Arlington County Community Service Board (CSB) programs while employed in an Arlington County CSB program (exception Crisis Intervention services).
  • At least 24 months must have passed between receipt of CSB services from Arlington County and employment in an Arlington County CSB program.
Work hours are typically Monday through Friday, 8:30 am to 5:00 pm, a flexible work schedule may require evening work.
 
This position is in the Arlington County Government's Extended Management Accountability Program (XMAP), in which Senior Program Managers are evaluated and compensated based on a performance agreement linked to the County's Management plan, and results achieved, among other criteria.
