Arctic Storm Management Group is Hiring a Compliance Specialist Near Seattle, WA

ARCTIC STORM MANAGEMENT GROUP

Compliance Specialist

Mission: Support the implementation and documentation of the fishing, safety, and environmental compliance programs for ASMG. Including:

· Permit renewals, tracking, and filing/organization

· Compliance programs, manuals, and forms, and our SharePoint website

· Exercises and other regular regulatory requirements

· Audits and inspections

· Crew and corporate meetings

· External meetings

· Other

Status: Salaried; FLSA Exempt

Reports to: Director of Compliance

RESPONSIBILITIES:

The Compliance Specialist will work closely with the corporate team and vessel crew on these compliance programs, and conduct a lot of communication, reminders, and tracking. At first, the Compliance Specialist will support the Director of Compliance with main job functions, and attend corporate, vessel, and other meetings together. Over time, the Compliance Specialist will grow into more independently fulfilling many of these requirements with less oversight, and will attend some external meetings and travel on behalf of the company.

The Compliance Specialist may occasionally work with the International Business and Sales Manager to support some marketing functions or cross marketing/compliance functions.

Permit Renewals

At first support the Director of Compliance with various permit renewals, tracking, and filing. Over time take these renewals over with minimal oversight.

· Manage and organize the compliance tracking database

· Renew permits and licenses

· Copy and scan permits and licenses for corporate office and transmit originals to vessels, with organized sheets showing handoff

· Help organize the Shared Drive compliance/permits & certificates folder

· Help organize and file the hard copies of permits and certificates

Main agencies and permits:

· USCG (i.e. certificates of documentation, financial responsibility for oil spills)

· EPA (i.e. Vessel General Permit (VGP) notice of intents and annual reports; West Coast processing discharge (NPDES) notice of intents, annual reports, quarterly effluent reports, annual stickwater reports; Alaska processing discharge (NPDES) notice of intents and annual reports)

· NOAA/NMFS (i.e. EPIRBs for all five vessels, federal fisheries permits, license limitation program permits, quota share permits, crab permits, flow scale permits, Sea Storm EFP, economic data collection - West Coast, and economic data reporting - Alaska)

· FDA (i.e. food facility registrations, export listing module, Dun & Bradstreet)

· FCC (i.e. radio licenses)

· Alaska (i.e. ADEC financial responsibility for oil spills, ADEC C-Plans, Alaska Chadux Network, SeaPro, ADEC seafood processing permits, ADEC galley permits, CFEC captain’s permits, CFEC commercial vessel licenses, ADF&G processor permit, logbooks)

· Washington (i.e. fish dealer licenses, commercial vessel license, crew licenses, skiff registrations)

· Oregon (i.e. commercial vessel license, crew licenses)

· California (i.e. financial responsibility for oil spills)

· Canada (i.e. non-bulk oil membership agreement)

· Sea Share (i.e. salmon donation permits)

· MSC/RFM (i.e. chain of custody and fishery certificates)

Programs, Manuals, Forms, and SharePoint

At first support the Director of Compliance with safety, fishing, and environmental compliance programs, manuals, and forms, and over time help develop these into the SharePoint site, taking more leadership on these programs.

· Work on safety program manual and forms review with iWorkWise, Director of Compliance, corporate safety team, and crew, assist with updates and implementation, and transition the program into SharePoint safety tab, taking over management of that portion of SharePoint portal; work with crew on ongoing implementation, review uploaded forms

· Work on environmental tab of SharePoint, creating efficiencies where crew could upload documentation into the SharePoint portal; work with crew on ongoing implementation, review uploaded forms

· Non-tank vessel response plan (NTVRP)

· Shipboard oil pollution emergency plan (SOPEP)

· EPA processing discharge Best Management Practices (BMPs)

· Garbage Management Plans

· Assist with regulatory requirements for food safety programs as needed (for example FDA mock recalls and recall plan)

Exercises and Repeated Regulatory Requirements

There are several repetitive quarterly and annual requirements for environmental and safety compliance that the Compliance Specialist will send reminders to crew on, and ensure these items are completed and logged, with records kept in corporate office. It will be helpful for the Compliance Specialist to regularly check in with crew to understand these requirements and how our systems can be improved, and if possible the Compliance Specialist should attend pre-season safety meetings and other vessel meetings to provide reminders on some of these topics.

Oil Spill

· Send annual oil spill exercise info to vessels and review with crew

· Quarterly emergency procedure (EP) exercises

· Quarterly qualified individual (QI) exercises

· Triannual remote assessment and consultation (RAC) exercises

· Annual incident management team tabletop exercises (IMT TTX) - these are usually 2-3 days, held in Washington DC, Texas, or California, and need to be attended in person. Also attend fishing-specific info session in August each year in Seattle.

EPA

· Quarterly photos during discharge - separate requirements for West Coast and Alaska

· Quarterly effluent samples during discharge on West Coast - also need to meet vessel upon arrival and bring to lab, and once reports received save the reports and enter into EPA Net DMR system

· Annual stickwater samples during discharge on West Coast - also need to meet vessel upon arrival and bring to lab, and once reports received save the reports and enter into EPA Net DMR system

USCG

· Track monthly USCG exercises and any other safety requirements that arise

Canada

· Keep on top of Canadian regulations for transit, including orca closures

Audits and Inspections

At first attend audits with the Director of Compliance and/or key crew. Assist with drafting audit responses to any auditor findings. Over time, be able to attend these audits with crew and more independently prepare audit responses.

· USCG/DNV (fishing vessel safety exams)

· NMFS flow scale, salmon bin, video monitoring, observer station inspections

· OSHA inspections

· Coordinate annual mock OSHA inspections and Lockout Tags audit with iWorkWise

· Washington Department of Ecology bunkering inspections

· Washington Department of Ecology fishing vessel inspections

· Alaska Department of Environmental Conservation seafood processing permit inspection

· Alaska Department of Environmental Conservation galley inspection

· Marine Stewardship Council chain of custody audits

· Responsible Fisheries Management chain of custody audits

· As needed, assist with Sea Storm haul outs/survey scheduling

· As needed, assistance with in-person USDC or other food safety, fishmeal or fish oil audits

· Internal audits for safety programs (i.e. Lockout Tags ), BRCGS, or other programs

Crew & Corporate Meetings

· Attend pre-season and post-season meetings with crew on vessels during backloads and offloads, discuss programs and permits, answer questions, take feedback

· Attend quarterly corporate safety team meetings, take notes, track follow-ups

· Read through weekly vessel management meeting notes, flag any items for corporate safety teams, communicate with crew on any questions or follow-ups

· Check in with key crew to see how you can support safety, fishing, and environmental compliance goals, as well as any sustainability efforts

External Meetings

At first attend meetings with the Director of Compliance or other Ops or vessel team members, take notes, work with crew to summarize outcomes. Over time begin to represent the company at these meetings with little oversight.

· Port of Seattle fire safety, hotwork, shipyard best management practice meetings

· EPA meetings as needed (for example, when discharge permits are renewed every 5 years, we usually have several cycles of meetings, or if we resume pursuit of California access)

Other

Coordinate with crew and corporate office members on other compliance issues as they arise.

Read new/forthcoming rulemakings/policies coming out from applicable agencies and provide summaries/takeaways, and as appropriate draft comment letters from the company for the Director of Compliance and President/CEO to review and submit.

Help prepare for changing regulatory landscape and be ahead of the curve on what’s coming down the road. Help corporate office and crew meet new and evolving regulatory deadlines in efficient manner with preparation and foresight ahead of the deadlines.

As time allows, and depending on seasonality and development of role, assist the Marketing Team during their busy season with data entry or other needs.

In addition, support and serve as backup when the Food Safety Specialist is out of the office, assisting with customer questionnaires and responses.
