Role description:

Arcadis has an opening for a Proposal Manager to join the Federal Program Pursuit & Proposal Team to support sales opportunities across multiple Arcadis service areas. As a Proposal Manager you will leverage your expertise and knowledge of the full pursuit process, from positioning and capture planning through post-proposal submittal debriefing, to collaborate with pursuit teams to win contracts with U.S. Government agencies. Your primary focus is the planning, scheduling, development, and finalization of responses to client requests for qualification, proposals, bids, and presentations that result in contract and/or project awards. This is a remote, hybrid, or in-office position with a preference for someone able to work Eastern or Central time zone business hours (generally). 

Role accountabilities:

Lead or participate on team to execute proposal planning and development activities such as pre-RFP planning/preparations; RFP/solicitation shredding; proposal outlining, scheduling, and resourcing; meeting facilitation (i.e. kickoff, updates, color teams); template development; proposal section development/writing; graphics/costing/other team coordination; document finalization/delivery; proposal team lessons learned follow-up and documentation; client debrief documentation; and proposal closeout/information management. 

Participate as member of the pursuit team for development and implementation of capture plans and win strategies that increase win probability for specific client opportunities in advance of the RFP. Participate on account teams to gain understanding and knowledge about Federal clients (i.e., client preferences, experience, competitors, and opportunities) and assist with maintaining an accurate sales pipeline.

This is a dynamic position that requires ability to lead or assist with medium to large proposal efforts, lead multiple smaller proposal efforts or proposal sections, collaborate with teammates, and produce high quality work in a fast-paced, deadline-driven environment. The proposal manager must be able to take initiative and work independently or with a team. As a team player, you must be willing to step in and assist with a range of tasks as required.

Qualifications & Experience:

  • Experience using collaboration platforms such as SharePoint or Teams; familiarity with customer relationship management (CRM) and other databases (i.e. Oracle Sales Cloud, Collaboration Hub, etc.) is preferred.
  • Excellent writing, editing, and proofreading skills are required to write new text or tailor existing materials, which may include interviewing staff/technical experts, incorporating win strategy/capture plan information into text, and meeting RFP requirements for highly competitive RFP responses.
  • Knowledge of U.S. Government organization, procurement processes/cycles, and RFP/solicitation types is highly desirable.
  • Ability to work and communicate effectively with diverse internal staff (technical, operations, client development) and teaming partners and give clear, concise directions is required.
  • Ability to understand and organize large volumes of information is required.
  • Team player able and willing to step in and assist with a range leadership and support tasks as required.
  • Excellent time management and prioritization skills are required. Ability to work flexible schedules (e.g., extra hours to meet deadlines, etc.) if needed.

Experience planning and developing proposals that include the following will contribute to your success in this role: 

  • Department of Defense (Army/USACE, Air Force, Space Force, Navy, Marine Corps)
  • Department of Energy
  • SF330
  • Environmental, architecture, and/or civil works services

Required Qualifications:

  • Minimum of 7 years architect/engineering services industry experience in a proposal development and leadership role with at least 3 years’ experience in the U.S. Federal Government sector
  • Bachelors in English, communication, journalism, marketing, business, engineering, science, or related field
  • Highly skilled in Microsoft Office Suite (expert level in MS Word)

Preferred Qualifications:

  • APMP or SMPS certification
  • Location near an Arcadis office to participate in in-person meetings and/or support proposal production if needed (rarely)
