Aptive is Hiring a Product Manager Near Washington, DC

Job Summary

Aptive is seeking a Product Manager to support enterprise human capital program strategy and support services within the Office of Personnel Management (OPM).

This individual will support OPM’s mission with activities such as: project, product, and product line management, translating stakeholder needs into system documentation though human-centered design, and using product management tools to prioritize and maintain a backlog of features and user stories.

This position is a full-time, contingent hire.

Primary Responsibilities

  • Communicate and coordinate activities between all teams, external and internal clients, and contract stakeholders pertaining to team products and product delivery to end-users.
  • Support system changes through the software development life cycle while working closely with stakeholders.
  • Work with the customer to understand and document requests for system changes and create a prioritized backlog of features and user stories.
  • Innovate new solutions in the Federal Human Resources space to provide accommodations to each agency’s software needs.
  • Track each iteration to trace user stories; capture change management, testing, and acceptance criteria; and monitor and report on delivery progress.
  • Provide quality assurance, functional testing, and regression testing. 
  • Support development and execution of product technology roadmaps to ensure proper use of architectural standards and best practices in the team’s deliverables.
  • Build automation into the development, testing, and deployment processes.
  • Identify and remove impediments and obstacles for improvement of product delivery and cycle time.
  • Support the coordination of resources to continually increase team throughput, predictability, and quality.
  • Coach and support teams on Agile and software development best practices.

Minimum Qualifications

  • Minimum of 6 years related experience.
  • Master’s Degree or certifications in management or related technology fields. 
  • Demonstrated ability to operate within an integrated management tool, such as Azure DevOps, to support program and scrum team backlog management.
  • Practical understanding of agile product development principles and values, ideally with experience working in an Agile development environment.
  • Experience with Jira, Kanban, Scrum, or other project tracking systems.
  • Available for occasional deployment/testing work outside of normal business hours.
  • Deep understanding of the product team’s systems, processes, priorities, and technologies while representing these aspects to all levels of leadership.
  • Strong customer interaction skills and a demonstrated ability to work with various stakeholders—including government Senior Executives—across multiple tasks.
  • Minimum of an active Secret Clearnace or Tier 4 Public Trust
  • Legal authorization to work in the U.S.

Desired Qualifications

  • Agile Certification (e.g. Certified ScrumMaster, Certified Scrum Product Owner, Certified Scrum Developer, Certified Agile Leadership, Certified Agile Coach, Scrum with Kanban, SAFe Agile, etc.).
  • Excellent presentation skills. 
  • Excellent oral communication skills with the ability to communicate at all levels of the organization, lead discussions and drive decisions. 
  • Ability to identify organizational goals and challenges, design engagements and make change in organizations. 
  • Experience in human-centered design; ability to manage A/B tests and live products, collect and make sense of data, and identify correlation or causation.
  • Experience building out solutions that support real-time, low latency data transmission. 
  • Ability to get up to speed quickly on complex issues and a desire to work in a fast-paced, rapidly evolving environment.
  • Capable self-starter with a drive to get all types of work done and high attention to detail.
  • Excellent ability to communicate across most mediums and settings.
